The Public Works Department is currently recruiting for two (2) Maintenance Specialists to join the Streets DivisionThis is a non-exempt position, represented by the Local 39 IUOE union. The work schedule is Monday - Thursday, 5:30 AM - 4:00 PM, and this position must be willing to participate in the on-call rotation after successfully completing probation.

IDEAL CANDIDATE
The ideal candidate will possess a valid Class A Commercial Driver’s License and have strong experience in all aspects of crack sealing, including routing, blowing, squeegeeing, and properly operating the wand on a crack seal machine. They should be confident and experienced in concrete, asphalt, and storm drain maintenance, and be comfortable operating and troubleshooting all of our department’s equipment. This position will serve as the lead on jobs when the Senior Maintenance Worker is unavailable, so the candidate must be dependable, confident making decisions, and able to lead a crew. 

Under the supervision of the Streets Operations Supervisor, the Maintenance Specialist for the Streets Division performs a variety of skilled and semi-skilled troubleshooting, maintenance, modification and repair work in assigned maintenance operations areas such as parks, landscape and lighting, facilities, service center, traffic signs and streets/drainage, park grounds, outdoor facilities, trails, traffic signs and streets/drainage, recreational and water facilities; maintains complex systems and performs specialized work on systems and facilities such as traffic signs, street lighting systems, irrigation systems, vehicle and equipment service and maintenance, pest and weed control and electrical systems; and performs related work as required.
 
DISTINGUISHING CHARACTERISTICS
This is the experienced-journey level of the field maintenance class. Incumbents are primarily responsible for performing skilled work in a specific area of expertise requiring special licenses and/or certification for a preponderance of the time. Assignments may be department-wide or restricted to a specific facility, park or section and incumbents may be assigned to both monitor and coordinate installation, maintenance and repair work in their occupational specialty and to perform general trade and maintenance activities as a crew member under direction of a Senior Maintenance Worker or Maintenance Supervisor. The class is distinguished from the Maintenance Worker I/II in that the latter performs a variety of semi-skilled field maintenance work that does not require certification. The Maintenance Specialist is distinguished from the higher level Senior Maintenance Worker by the latter's primary responsibility to act as lead person for field maintenance crews.
NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all the duties listed.

  • Troubleshoots, maintains and repairs complex systems and equipment in one or more areas of assignment such as irrigation systems, traffic signs, street lighting, electrical, mechanical and plumbing systems, pool and filtration systems, weed and pest control and landscaping and grounds. 
  • Apply herbicides, pesticides, and fertilizers.
  • Visually inspect specialized maintenance equipment.
  • Perform minor maintenance on equipment.
  • Handle the more difficult, general maintenance tasks requiring a higher degree of skill level.
  • Maintains records of installation, maintenance and repair orders to track activities ensuring work is documented and on file; prepares status reports for projects.
  • Coordinates projects related to installation, maintenance and repair work within area of assigned duties including planning and scheduling work and equipment; May provide project lead direction to staff in technical areas of assignment.
  • Inventories and orders supplies, parts, equipment and materials for projects and programs including determining appropriate supplies and materials and locating vendors; maintains adequate supply levels and inventory controls.
  • Performs other duties of a similar nature or level.
The Maintenance Specialist position is responsible for the listed job duties above, as well as those listed depending on their assigned department.

Public Works Department:
  • Perform roadway maintenance within the City Right of Way including pothole repair, asphalt patching, crack sealing, and pavement preservation activities.
  • Operate and maintain specialized street maintenance equipment including asphalt patch trucks, crack seal machines, dump trucks, rollers, loaders, Vactor trucks, and other Public Works equipment.
  • Perform sidewalk, curb, and gutter maintenance including grinding or repairing sidewalk trip hazards and assisting with minor concrete repairs.
  • Install, repair, and replace traffic control signs, posts, and hardware as needed to maintain safe and visible roadway safety
  • Perform storm drain system maintenance including cleaning inlets, catch basins, and drainage lines using vacuum and hydro-flushing equipment such as a Vactor truck.
  • Operate Vactor equipment to remove debris, sediment, and obstructions from storm drain systems and assist with preventative maintenance and emergency drainage response.
  • Operate and maintain roadway striping and painting equipment and ensure markings are applied in accordance with City standards and MUTCD guidelines.
  • Set up and maintain temporary traffic control including cones, barricades, and signage for work zones in accordance with safety standards in active work zones.
  • Apply herbicides for weed abatement along roadways, sidewalks, medians, and public rights-of-way in compliance with applicable regulations.
  • Respond to emergency roadway hazards including debris removal, damaged signs, localized flooding, and other public safety concerns.
  • Respond to service requests related to damaged, missing, or knocked-down traffic signs and street name signs.
  • Coordinate and perform specialized maintenance projects related to roadway repairs, drainage system maintenance, and sign maintenance; assist with planning work activities, scheduling equipment, and ensuring materials are available.
  • Provide technical guidance to staff assigned to street, drainage, and sign maintenance activities to help ensure work is completed safely and in accordance with department standards.
  • Inspect roadway infrastructure including pavement surfaces, storm drains, and sidewalks to identify maintenance needs and recommend appropriate repair methods.
  • Maintain records related to storm drain cleaning, street sweeping routes, roadway repairs, sign installation and other maintenance activities.
  • Maintain inventory of sign materials, striping paint, posts, reflectors, hardware, and related supplies needed for installation and repair work.
  • When assigned to the street sweeper, sweep City roadways and established sweeping routes and zones; document and retain daily routes completed, work orders, and quantities dumped; maintain inventory of replacement brooms and parts, and order parts as necessary.  

Parks & Recreation:
  • Maintain and repair sprinkler systems in parks, sports fields, and grounds.
  • Evaluate the need for, and adjust the amount of, water to be applied depending on weather conditions and event schedules.
  • Maintain landscaping using a variety of power equipment.
  • Maintain pool chemistry at appropriate levels.
  • Check aquatics facilities for equipment operation, safety, and cleanliness.

Knowledge of:
  • Methods and techniques of carpentry, masonry, plumbing, electrical, concrete, and related craft trades used in the maintenance and repair of parks, asphalt, or crack sealing depending on assigned department.
  • Safe work practices.
  • Repair and maintenance of irrigation components depending on assigned department.
  • Pool filtration and chemical feeder systems depending on assigned department.
  • Basic methods, techniques, tools, materials, and equipment used in specialized grounds and facilities including the aquatics center, depending on assigned department.

Education:
High School diploma, GED equivalent, or the equivalent to the completion of the 12th grade.

Experience:
One (1) year of full-time experience as a Maintenance Worker II with the City of Folsom.

OR

Two (2) years of full-time experience performing general maintenance and cleaning of grounds, parks, streets maintenance and/or other facilities.
 
License, Certificate, Registration Requirements:
At the option of the City, persons hired into this class may be required to either possess at entry or obtain within specified time limits, designated licenses, certificates or specialized education and training relevant to the area of assignment.  Additional requirements may include, but are not limited to the following:

  • Qualified Applicators Certificate or License for pesticide application
  • California Class "A" Drivers License
  • California Commercial "B" Drivers License with tanker and airbrake endorsements or with passenger endorsement
  • International Municipal Signal Association (IMSA) Traffic Safety Specialist in Traffic Safety
  • International Municipal Signal Association (IMSA) Signs and Markings Level I or II
  • International Municipal Signal Association (IMSA) Traffic Safety Specialist and Traffic Safety Through Work Zones Certificates
  • Cardio-Pulmonary Resuscitation (CPR)
  • First Aid Certification
  • Industrial Emergency Council (IEC) Confined Space Entry, Awareness and Rescue Certificate

Physical Requirements:
Work is performed in a typical outdoor environment on a year-round basis.  (1) Mobility:  frequent performance of heavy manual labor; frequent standing or driving for long period of time; frequent climbing, bending, stooping, crawling, and squatting.  (2) Lifting:  frequent lifting up to 50 pounds; occasional lifting up to 100 pounds.  (3) Vision:  constant use of overall vision.  (4) Dexterity:  frequent grasping, holding, and reaching.  (5) Hearing/Talking:  frequent hearing and talking in person.  (6) Emotional/Psychological: frequent coworker contact; occasional working alone.  (7) Environmental:  frequent exposure to loud noise; frequent exposure to chemicals, fumes, and other environmental substances.
 
Other Requirements:
Must be willing to work weekends and holidays. Depending on assigned department, must be willing to work on-call as scheduled and emergencies outside of work.
