Description

The Department of Community and Human Services (DCHS) is looking for two (2) skilled, knowledgeable, highly-motivated, and enthusiastic team players to collaboratively lead the Housing and Community Development (HCD) Division Finance Team and another to lead the Developmental Disabilities Early Childhood Supports Division (DDECSD) Finance Team, which includes a portfolio of homeless housing programs or developmental disabilities programs with complex funding sources, including federal, state and local resources.
Both Finance Leads will report to the respective Finance and Administrative Service Manager and play a key leadership role in managing the finances for the respective programs within the department. The position will take the lead on business planning and budgeting, as well as manage all fiscal operations, grants and contracts, external fiscal and compliance audits, program and financial analysis and general finance and business operations for the portfolio of programs in the identified Fund. In addition, both of the Finance Leads will support program managers with regular financial reporting as well as ad hoc financial reporting as required for analysis. The financial responsibilities are complex and involve supervisory responsibilities for a team of three to five direct reports. The desired candidate has expertise in managing government funds, success in supervising and mentoring staff, will prioritize social justice and equity, is comfortable working in a variety of financial databases/systems, and is committed to creating forward progress in transforming the health of the population in King County.
To be considered minimally qualified applicant must demonstrate a background that provides the knowledge, skills and ability to:
- Develop, implement, and administer financial and budgetary policies and practices for a portfolio of homeless housing or programs comprising federal and local homeless housing funds; emergency solutions and local funding for human services in King County, including the veterans, seniors and human services fund or develop, implement, and administer financial and budgetary policies and practices for a portfolio of Developmental Disabilities and Early Childhood Supports programs comprising of federal, state and local funds to support children prenatal to 5, their families and caregivers; transition-age young adults and adults with developmental disabilities and delays and their families, and community-based organizations.
- Manage Division finances and implement adequate internal controls to ensure fiscal and regulatory compliance to minimize financial risk to the Division. Serve as a liaison to internal and external auditors, respond to audit concerns and findings, and provide oversight of any corrective action that may be needed.
- Coordinate the preparation, implementation and monitoring of homeless housing/developmental disabilities budgets.
- Oversee financial and performance reporting requirements of all relevant projects and programs, including Requests for Proposals (RFPs), grant applications, grant and contract management in multiple and diverse human service program areas.
- Manage support for setting and monitoring of program evaluation and performance measurement.
- Participate in developing strategic plans and program implementation efforts, including preparing and presenting issue papers and policy analyses to explain and/or support complex fiscal and programmatic issues. Assess potential financial and operational implications of alternative decisions and actions consistent with legal constraints and County guidelines and policies, and make recommendations to management.
- Plan and provide strategic responses to changes in revenue and changes in fiscal and operational policies.
- Develop and/or update biennium grant expenditure and revenue forecasts for homeless housing programs or developmental disabilities.
- Manage a team of three to five individuals, including planning work assignments and conducting employee development and performance evaluation. Make recommendations to the Financial Services Administrator regarding personnel actions.
- Ability to understand and comply with the Health Insurance Portability and Accountability Act (HIPAA) and internal procedures for protected health information.
- Collaborate with other Business and Finance Officers within department to assist with interpretation and implementation of funding requirements.
- Assist with department-wide financial management as needed.
WE ARE LOOKING FOR CANDIDATES WHO HAVE:
- A Bachelor's degree in accounting, finance or business administration, and/or any equivalent combination of business experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the work.
- Ten years of progressive responsibility in finance, audit, project management.
- Demonstrated experience coordinating external and internal audit activities.
- Demonstrated experience in grant management as it relates to compliance and reporting of government funding.
- Demonstrated communication skill and experience with both internal and external community partners.
- Demonstrated organizational skill to prioritize multiple work plans that may involve collaboration and facilitation with other staff.
- Demonstrated ability to develop and maintain effective, collaborative and positive working relationship with both internal and external partners/contributors to establish systems and practices necessary to fulfill and maintain high financial management standards.
- Demonstrated keen analytical, organizational and problem-solving skills.
- Demonstrated project management skill to manage through multiple priorities.
Desired Qualifications
- Certified Public Accountant or equivalent designation highly desired.
- Three years supervisorial/lead experience.

- These positions have been designated Non-Mission Critical. - The Finance Team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is Chinook, 401 5th Ave, Seattle, WA 98104. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. - These positions are exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm.
