The Need

For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence, we are seeking an Investigations & Law Enforcement Development (ILED) Program Manager, Global Programs to advance Global ILED priorities and strengthen the capacity and effectiveness of IJM programs and partners around the world. This role offers a unique opportunity to apply investigative, analytical, and law-enforcement partnership expertise to strengthen justice systems and protect vulnerable people from violence globally.

The Program Manager serves as the Global ILED representative for South Asia, with a specific focus on India and Bangladesh. The role leads engagement with regional and country teams; shapes priorities; coordinates Global ILED resources and expertise; and develops strategic relationships with internal IJM stakeholders and relevant external stakeholders. The Program Manager also serves as Global ILED’s focal point for engagement with INTERPOL, representing Global ILED in relevant meetings, strategic discussions, and opportunities for collaboration.

This position is hybrid (onsite Tuesdays & Thursdays) if located in the Washington, DC area or remote for non-local candidates and reports to the Global Director, ILED. This role requires current authorization to work in the United States. Visa sponsorship is not available for this position, now or in the future.

Responsibilities

Global ILED Strategy, Fusion Center & Capability Development

• Leads selected Global ILED initiatives and establishes priorities for Requests for Support (RFS) from IJM hubs, field offices, and host-nation law-enforcement partners in alignment with Global ILED strategy and the Center for Excellence;

• Leads defined Global ILED Fusion Center program functions, ensuring that GFC capabilities, resources, and expertise are effectively aligned to program needs and strategic priorities;

• Shapes and advances Criminal Intelligence (CRIMINT), Criminal Analysis (CA), and Open-Source Intelligence (OSINT) training and capacity-building programs for IJM teams, implementing partners, and law-enforcement stakeholders;

• Identifies emerging intelligence, investigative, and capability-development needs across IJM programs and translates them into practical training, resources, and program initiatives;

• Leads knowledge development and dissemination across Global ILED and IJM programs, strengthening the application of intelligence and analytical capabilities to investigations and justice-system strengthening;

• Applies investigative and intelligence-led approaches to strengthen investigations, improve justice-system effectiveness, and increase protection for vulnerable people from violence;

• Coordinates relevant Global ILED expertise and resources in support of program planning, delivery, and continuous learning.

International Law Enforcement Engagement

• The Program Manager serves as the Global ILED focal point for INTERPOL and regional police representation organizations, and represents Global ILED in relevant meetings, strategic discussions, and opportunities for collaboration;

• Develops and manages strategic relationships with relevant international law-enforcement and justice-sector stakeholders in support of Global ILED and IJM program objectives;

• Identifies and advances appropriate opportunities for collaboration, knowledge exchange, and access to international expertise and resources.

South Asia Regional Leadership

• The Program Manager serves as the Global ILED representative for South Asia and is responsible for leading Global ILED engagement with regional and country teams, shaping priorities, coordinating resources and expertise, and developing strategic relationships with internal and external stakeholders;

• Leads engagement with South Asia regional and country teams to understand priorities, shape Global ILED engagement, and align capacity-building, training, planning, and other Global ILED support with program needs;

• Coordinates Global ILED contributions to South Asia programs and ensures that regional priorities and lessons inform Global ILED strategy and global learning;

• Identifies opportunities for collaboration, networking, knowledge exchange, and access to relevant expertise and resources in support of South Asia programs;

• Represents Global ILED in regional discussions and provides strategic leadership on the scope and delivery of Global ILED support to the region.

Training, Communication & Program Delivery

• Leads or delivers CRIMINT, OSINT, and Criminal Analysis training, briefings, mentoring, and capacity-building activities for IJM teams, law-enforcement stakeholders, and implementing partners;

• Develops training materials, program resources, and strategic briefings that strengthen investigative and law-enforcement capabilities;

• Facilitates clear communication and knowledge sharing between Global ILED, regional teams, national offices, field offices, and partners;

• Represents Global ILED in internal and external engagements as requested by Global Programs or the Global Director, ILED;

• Travels domestically and internationally in support of program delivery, strategic stakeholder engagement, law-enforcement partnerships, and capacity-building initiatives.

Documentation, Reporting & Data Management

• Uses appropriate CRIMINT, OSINT, and Criminal Analysis tools and methodologies to develop intelligence and analytical products relevant to IJM programs;

• Ensures appropriate documentation, data stewardship, and information management in support of Global ILED activities and IJM cases, consistent with applicable policies and procedures;

• Oversees relevant Global ILED activity data and reporting for the Global ILED end-of-year report and other reports as requested.

Resource Stewardship & General Tasks

• Stewards the resources of Global ILED and the Global ILED Fusion Center responsibly;

• Participates in IJM’s community of spiritual formation; and

• Participates in IJM North America Advancement and Advocacy opportunities as requested by Advancement Offices.

Qualifications

Education & Experience

• Minimum of a Bachelor’s degree from an accredited university in intelligence studies, international relations, psychology, criminology, criminal justice, international development, or a related field;

• Minimum seven years of relevant professional experience in intelligence, law enforcement, criminal analysis, program management, capacity building, international development, or a related field;

• Demonstrated experience in criminal intelligence, criminal analysis, OSINT, or related law-enforcement capabilities;

• Demonstrated experience leading or developing training, mentoring, or capacity-building initiatives for law-enforcement professionals, justice-sector professionals, or implementing partners;

• Demonstrated program leadership experience, including planning, coordination, prioritization, and delivery across multiple stakeholders or workstreams;

• Experience working across multiple countries, regions, cultures, or organizational environments and building effective relationships with diverse stakeholders.

Technical Competencies

• Proven understanding of the intelligence cycle, criminal intelligence principles, and criminal analysis;

• Proven success in research, analytical thinking, and development of effective intelligence products;

• Demonstrated ability to translate strategic and program priorities into training, capacity-building initiatives, and practical resources;

• Strong program planning, coordination, stakeholder engagement, and project-management skills; and

• Ability to exercise sound judgment in prioritizing requests, coordinating resources, and managing sensitive relationships and information;

Preferred Experience

• Experience engaging with international law-enforcement organizations or other international stakeholders;

• Experience supporting programs in South Asia, including India and/or Bangladesh; and

• Experience delivering intelligence, criminal-analysis, or investigative training across multiple countries.
