Overview
A London Local Authority is seeking an experienced Housing Technology Project Manager to lead the delivery of key modules within the NEC/Northgate Housing system. The ideal candidate will bring deep technical knowledge of NEC Housing platforms, strong stakeholder engagement skills, and a proven track record delivering successful housing system implementations within local government or social housing environments.
This role will play a central part in supporting a phased implementation plan over the next two years, ensuring the council maximises the functionality and operational benefits of its NEC/Northgate environment.
Key Responsibilities
- Lead the delivery of housing system projects, with a focus on NEC/Northgate Housing modules including:
- Asset management
- Risk management
- Servicing and compliance
- Develop, articulate, and drive phased implementation plans, ensuring alignment with the council’s strategic objectives and existing project roadmap.
- Work closely with internal stakeholders—including Housing, Repairs, Compliance, IT, Digital, and external suppliers—to ensure clear communication, engagement, and buy‑in throughout the project lifecycle.
- Map and optimise NEC Housing workflows, data flows, and business processes, ensuring efficient work-in/out processes and improved operational performance.
- Manage risks, dependencies, and issues, and provide clear progress reporting to senior leadership.
- Ensure systems are implemented to high standards, compliant with regulatory requirements, and aligned with best practice across the sector.
- Support user acceptance testing (UAT), training plans, and change management activities.
- Lead engagement with NEC/Northgate and other third‑party partners to coordinate delivery and resolve technical challenges.
Experience & Skills Required
- Strong experience with NEC/Northgate Housing, including hands-on delivery of key modules such as assets, risk management, and servicing.
- Demonstrable ability to build and maintain effective relationships across a wide range of stakeholders, including senior managers, operational teams, and external suppliers.
- Proven ability to design, articulate, and deliver phased implementation plans for major system upgrades or transformations.
- Comfortable working with an existing two‑year phased NEC/Northgate implementation proposal, including aligning workstreams and identifying improvements.
- Strong understanding of NEC Housing processes, including workflow design, work-in/out processes, and operational configuration.
- Experience delivering NEC Housing projects within local authorities or housing associations is essential.
- Excellent project management skills, including planning, risk management, governance, and delivery assurance.
- Ability to translate technical detail into clear, actionable plans for non-technical stakeholders.
Desirable
- Knowledge of local authority housing operations and statutory responsibilities.
- Experience with data migration, integration, or reporting within NEC/Northgate environments.
- Project management certification (e.g., PRINCE2, Agile) is beneficial.
