Context
Currently, we are bidding for the Project Management Services of a metro project in its operation & maintenance phase in Riyadh. The position of Senior HSSQE Manager is a key position in this opportunity. Potential start date for this opportunity is January 2026.
To lead and manage all aspects of Health, Safety, Security, Quality, and Environmental (HSSQE) performance for the O&M contract of this project. The Senior HSSQE Manager sets the standard for a culture of safety, compliance, and quality, ensuring the project meets all regulatory, client, and organizational requirements while striving for continuous improvement.
Missions/Main Duties
- Develop, implement, and oversee comprehensive HSSQE management systems, strategies, and policies for O&M activities, ensuring full compliance with contractual, legal, and regulatory requirements.
- Lead and promote a positive safety culture throughout all operational and maintenance teams, driving awareness and best practice at every level.
- Ensure the effective delivery of all HSSQE plans, including risk assessments, audits, safety inspections, incident investigations, emergency response protocols, and environmental protection initiatives.
- Monitor, report, and analyze HSSQE performance using KPIs, trend data, audits, and inspections, proactively addressing areas for improvement.
- Ensure ongoing compliance with local and international safety, environmental, and quality standards, including applicable ISO certifications (e.g., ISO 45001, ISO 9001, ISO 14001, ISO 27001).
- Manage and deliver HSSQE-related training and competency assurance programs for staff and subcontractors.
- Serve as the principal HSSQE point of contact for client representatives, regulatory authorities, and external auditors.
- Oversee the management and reporting of all HSSQE incidents, near-misses, and non-conformities, leading investigations and root cause analysis, and ensuring implementation of corrective/preventive actions.
- Advise leadership and operational teams on HSSQE risks, controls, and initiatives, integrating HSSQE into daily decision-making and business planning.
- Facilitate internal and external HSSQE audits, and support continual readiness for audits and inspections.
- Build strong relationships with key stakeholders to foster collaboration on HSSQE matters.
Profile/Skills
- Bachelor’s Degree in Engineering, Transport Management, Business Administration, or a relevant field. Master’s degree is an advantage.
- Minimum 15 years' professional experience in metro or railway operations, including at least 7 years in a senior managerial or supervisory role.
- Solid experience in leading and motivating large, diverse teams in a complex operational environment.
- Deep understanding of O&M best practices, performance management, and rail transit safety regulations.
- Demonstrated success in improving operational efficiency, service reliability, and customer satisfaction in a large-scale transit operation.
- Strong command of project management and data analysis tools.
- Prior work in Middle East/GCC projects is a plus.
- Excellent communication, organizational, and leadership abilities.
- Fluency in English required; Arabic language skills are advantageous.
