BACKGROUND
Climate change is the single greatest challenge humanity has ever faced, threatening water and food security, health, livelihoods, and the safety of billions of people together with drastic negative impact on global ecosystem balance. The City of Cleveland’s Mayor’s Office of Sustainability & Climate Justice seeks to enhance their climate ambitions under the Paris Agreement, with focus on greater emissions reduction and resilience building. The next phases of the City of Cleveland’s Climate Action Plan update will focus on climate advocacy and long-term planning to ensure inclusive climate action at the speed and scale required to keep global temperature below 1.5°C. Achieving the carbon neutrality in the second half of the century by all countries is a crucial requirement set by the Paris Agreement to avoid the irreversible global climate change. Realization of this goal involves work on local, regional, national, and global levels, as well as participation of all relevant stakeholders – governments, business, non-profit organizations, community members. The path to carbon neutrality should be just and leave no one behind, while empowering women, youth, black, indigenous and people of color, and vulnerable groups of population.
Typical duties performed, include, but are not limited to oversight of daily operations to ensure alignment with departmental objectives and organizational priorities. Dependent upon service area, may manage and direct staff to maintain efficient workflows, ensuring productivity and high-quality outcomes. Develop, implement, and evaluate operational strategies, procedures, and best practices to improve efficiency and effectiveness. Monitor performance metrics and identify opportunities for process improvement. Collaborate with leadership and cross-functional teams to support departmental initiatives. Perform other job-related duties as required.
Bachelor’s degree required. Substitution: Two (2) years of any equivalent combination of education, training, and experience may substitute for each year of college education lacking. Six (6) years of full-time management experience required. Four (4) years of demonstrated leadership experience. Strong critical thinking and analytical skills, with the ability to identify process inefficiencies and implement effective solutions. Excellent written and verbal communication skills. Valid State of Ohio Driver’s License required.
POSITION DEFINITION:
The purpose of this position is to provide practical management strategies for energy use, cost savings, building performance, and energy project implementation using energy data management, current climate action plans and decarbonization principles to guide this work. This position will also provide strategic leadership and support for the transformation of energy systems used by the City of Cleveland and by the broader commercial, industrial and residential community to be clean, renewable, equitable and cost effective. These solutions will help achieve established and regularly updated Cleveland Climate Action Plan goals for both city operations and the community.
ESSENTIAL FUNCTIONS:
The Energy Program Manager’s responsibilities include but are not limited to:
- Identify opportunities and support implementation of programs and projects that improve energy efficiency and develop renewable and clean energy resources for the City of Cleveland. This includes actively increasing awareness of the main principles of energy efficiency, energy conservation and decarbonized energy systems transformation, proposing programs and projects that address energy issues facing the city and community, supporting project and program implementation and collaboratively troubleshooting unexpected challenges.
- Understand and apply to daily work, projects and programming, the tenets of equity, environmental justice and social determinants of health as they relate to sustainability initiatives, especially in terms of climate mitigation and climate change adaptation solutions.
- Help identify and develop partnerships with external entities to scale-up decarbonized energy systems transformation that exist outside of the City’s agency or control. Entities may include utilities, energy service companies, engineering firms, energy suppliers, local organizations and non-profits focused on energy efficiency and clean energy, and various levels of government, including county, state and federal.,
- Engage in training and outreach campaigns for various regional actors related to the opportunities, needs and tradeoffs of decarbonization practices, including knowledge of the principles of such energy transformation and electrification, in collaboration with the Decarbonization Strategist and other Sustainability staff.
- Manage various energy efficiency and management projects for the City of Cleveland on behalf of the Mayor’s Office of Sustainability.
- Work closely with the City’s Property Management, Office of Capital Projects, Finance and other relevant divisions, to plan, design and implement energy management and renewable energy projects.
- Support management and review of energy assessments and energy audits of City facilities. The Energy Program Manager should have a working knowledge of energy assessments and audits and be able to review findings, evaluate recommended energy conservation measures, interface with Building Automation Systems (BAS), and work with consultants, contractors and City staff to identify and implement appropriate projects.
- Manage the implementation and support of City of Cleveland’s comprehensive Energy Data Management System (EnergyCAP) including working knowledge of processes for quality level data import, analysis, and reporting, with support from the Solar and Energy Project Coordinator. The Energy Program Manager is responsible for that 3rd party contract and vendor management.
- Manage the benchmarking of energy consumption of City of Cleveland’s buildings and facilities in Energy Star’s Portfolio Manager.
- Manage energy supply procurement and periodic monitoring of energy supplier rates/tariffs, accounts consolidation and savings opportunities. Coordinate activities with other city departments, providers, suppliers and procurement consultants, including ongoing review of utility rates, tariffs, contracts, billing and regulatory changes that may affect City energy costs.
- Collaborate with City Departments such as the Mayor’s Office of Capital Projects, Property Management, Parks and Recreation, Finance, City Planning, Cleveland Public Power, the Water Department, and Port Control to embed into routine operations as well as the planning and implementation of major projects.
- Support federal, state, and local policy and advocacy initiatives for enabling the transformation of energy systems towards lower to zero carbon solutions.
- Propose legislation for energy related projects, programs, procurement and energy demand/consumption management contracts and policies on behalf of the Sustainability Office or other City departments.
- Manage such personnel, including energy analyst and student intern, as are assigned to specific functions in the performance of the necessary duties listed above.
- Collaborate with the Sustainability Manager for the Built Environment to advance initiatives such as sustainable and green building policy development and implementation, sustainable transportation initiatives related to energy systems, electrification, etc.
- Bachelor’s and/or Master’s Degree in a scientific, engineering, environmental, or related technical field, economics, business administration or public administration; ideally with focus on sustainability and/or climate change.
- Three to five (3-5) years of experience in either a municipal or large organization’s environmental sustainability office or climate action planning or other related experience, two (2) of which must involve working on energy management, energy efficiency project planning and implementation.
- Demonstrated experience or knowledge of renewable energy systems such as the procurement, analysis, design and implementation of solar photovoltaic and distributed generation systems.
- Demonstrated knowledge and experience in the evaluation of energy system transformation for mid-size cities and/or regional collaboratives and their impacts on decreasing carbon emissions while ensuring a just transition of workforce, infrastructure planning and implementation.
- Demonstrated skills in translating technical information and goals into specific action steps necessary to cause public policy changes to be adopted.
- Ability to comprehend engineering drawings and detailed technical specifications.
- Proficiency in Microsoft Excel; Experience in Microsoft Project and Microsoft Visio.
- Programming knowledge especially in simple scripting, and relational database applications.
- Experience in Design software such as AutoCAD, Building Energy Modeling software such as EnergyPlus, DOE’s eQuest, Trane TRACE, or Carrier HAP, among others.
- Experience with the use of Building Automation Systems (BAS). Design and implementation such as Tridium Niagara, Trane, or Alerton would be considered a plus.
- One or more Certification(s) such as Certified Energy Management (CEM), Certified Energy Auditor (CEA), ASHRAE Energy Management Certifications, LEED Green Associate (GA) or AP credentials, Building Operator Certifications - preferably in the commercial/industrial sector.
- Familiarity with Energy Codes, ASHRAE standards and guidelines.
- Experience working in or supporting other Information Technology (IT) applications such as custom database driven applications and GIS tools.
- Ability to build and maintain positive working relationships and partnerships with a variety of partners, stakeholders, and interest groups, including, but not limited to various county and/or state agencies, organizations, and associations.
- Demonstrated experience with building energy management, energy efficiency, decarbonization strategies, project implementation and working with multiple stakeholders.
- Strong project management skills with the ability to manage multiple projects and meet deadlines with high attention to detail.
- Demonstrated ability to work with program management and various project teams to achieve results within specified deadlines.
- Demonstrated skill in written and oral communications and making presentations.
- Experience in working independently as well as collaboratively, both with co workers and with members of the community or public.
