Job Summary:
Ensures strong departmental, construction, change‑management, and quality‑control execution by guiding multidisciplinary Transmission, Distribution, and Substation teams, managing project delivery, implementing contract and change‑compliance measures, and evaluating quality performance. Achieves consistent, standards‑compliant project outcomes that meet LUMA engineering, construction, labor, procurement, and federal requirements while reducing operational risk and delivering high‑quality results for LUMA and its customers.Job Description:
- Manages construction activities across Transmission, Distribution, and Substation projects, including streetlight replacements, pole replacements, automation device installations, 38kV structure upgrades, transformer/breaker replacements, associated P&C work, and substation tasks such as ground grid repairs.
- Supervises supervisors (T&D, Substation, Safety) and field employees by directing work planning, assignments, and workforce decisions that comply with company practices and procedures.
- Ensures effective daily department operations by managing staff, optimizing workflows, aligning team goals with organizational priorities, and guiding supervisors, superintendents, and general foremen through mentorship and performance support to strengthen project execution capabilities.
- Evaluates quality processes and operational efficiency by implementing continuous improvement initiatives, ensuring work meets quality objectives and engineering/construction standards, identifying trends and opportunities for improvement, and communicating insights to leadership and stakeholders.
- Monitors budgets, cost‑to‑complete, and financial performance across operational workstreams and recommends adjustments based on financial trends and variances to maintain fiscal alignment and corrective action.
- Controls operational contracts for lodging, vehicle and equipment rentals, tooling, and field support services to ensure service continuity, budget alignment, vendor performance, and availability of resources for field and construction activities.
- Monitors, applies and guides team compliance with utility standards, labor agreements and regulatory requirements; and reinforces company policies, procedures, and standards, ensuring robust compliance with all applicable laws, industry regulations, and internal governance requirements.
- Leads and validates the planning and execution of restoration and emergency preparedness activities to strengthen operational resilience and response capacity.
- Assumes and oversees expanded duties aligned with organizational priorities and professional scope to drive departmental effectiveness and strategic alignment.

Education & Experience
Required Qualifications:
- Bachelor’s degree in Construction Management, Material Management, Engineering or related field is required. Electrical or Civil Engineering is preferred.
- 10 years of progressive experience in a similar functional role such as overseeing construction activities, ensuring contract and change‑management, and quality‑control compliance, with responsibilities for planning and budgeting; including progressively responsible experience in electric utility construction across Transmission, Distribution, and Substation field work; and at least 5 years in a Manager role, with a minimum of 3 years overseeing multiple crews, contractors, or multidisciplinary teams across simultaneous projects.
- Experience and knowledge in designs, construction, and commissioning of electric utility systems, equipment and components.
- Demonstrated experience managing large‑scale capital projects involving high‑voltage infrastructure, utility standards, and complex field execution.
- Experience leading union labor or contracted field forces in an electric utility environment.
- Experience managing day-to-day operations, teams, defining and achieving departmental objectives.
- Proven experience in construction management, particularly with large-scale projects.
Additional Qualifications:
Additional experience may substitute for required education when it aligns with the competencies and knowledge necessary for the role:
- Associate's degree, technical degree or journeyman certification in a relevant field may substitute when accompanied by a minimum of 8 years of hands-on experience with 5 years of experience in team leadership as team leader or supervisor role.
- Construction leadership experience, such as: Foreman, General Foreman, T&D Construction Supervisor, could be considered in lieu of the bachelor's degree requirement.
