Description of Work
The Nursing Home Surveyor conducts regulatory inspections of nursing homes to determine compliance with federal and state requirements and supports enforcement activities that ensure the safety and quality of resident care. It performs routine and complaint‑driven surveys, prepares detailed survey reports, and documents findings in accordance with established protocols.This role requires frequent travel across Central and Eastern North Carolina, including overnight stays when facilities are located more than 60 miles from the employee’s home base. It operates independently across multiple survey teams based on business needs and may require occasional evening or weekend inspections. The position contributes to statewide licensing and certification efforts by providing accurate, objective assessments of facility practices and resident outcomes.
Key Duties Include:
- Conduct routine nursing home inspections to determine compliance with federal and state regulations.
- Perform complaint investigations by gathering evidence, interviewing staff and residents, and reviewing facility practices.
- Document survey results by preparing statements of deficiency, complaint findings, and other required regulatory reports.
- Travel throughout Central and Eastern North Carolina to complete on‑site inspections, including overnight stays when necessary.
- Rotate among survey teams as assigned to support fluctuating workload and business needs.
- Conduct inspections during non‑standard hours, including weekends or night shifts when required.
- Review resident care processes and facility operations to assess adherence to regulatory requirements.
- Evaluate and verify corrective actions during follow‑up inspections to ensure sustained compliance.
Apply established survey protocols to collect accurate observations, records, and interview findings.
- Support statewide licensing and certification activities by contributing consistent, objective regulatory assessments.

Salary Grade Range: $62,044.00 - $102,371.00
Recruitment Range: $62,044.00 - $82,761.00

The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:
- Extensive clinical experience applying assessment, care planning, and care delivery practices during regulatory evaluations of nursing home environments.
- Proven success communicating complex regulatory and clinical information clearly and professionally to diverse audiences, including facility staff and supervisory teams.
- Documented experience composing detailed technical reports, including survey findings and statements of deficiency, using accurate grammar and structured documentation methods.
- Established record of conducting on‑site inspections by gathering evidence, interviewing residents and staff, and evaluating practices against federal and state requirements.
- Experience managing physically demanding fieldwork involving prolonged walking, standing, or sitting, as well as transporting necessary equipment during multi‑day inspections.

About the Division of Health Service Regulation (DHSR):
The Division of Health Service Regulation oversees medical, mental health and adult care facilities, emergency medical services, and local jails. We check to see that people receiving care in these facilities are safe and receive appropriate care. We make certain that medical buildings are built only when there is a need for them.
About the Nursing Home Licensure and Certification Section:
The Nursing Home Licensure and Certification Section of DHSR regulates nursing homes in North Carolina, including combination homes that have both adult care and nursing home beds. Those receiving Medicare/Medicaid undergo routine federal inspections every nine to fifteen months, conducted by trained healthcare professionals. Surveys review many areas of care and operations, including resident rights, quality of care, staffing, safety, infection control, and emergency preparedness.
The section investigates roughly 3,000 complaints each year, notifying complainants of the findings. When inspectors identify issues, they issue a Statement of Deficiency. The nursing home must submit a correction plan and may face penalties. Inspectors return to ensure all problems are resolved.
