To provide proactive, specialized and field-based risk and compliance support by identifying and addressing control gaps, conducting targeted verification and spot checks, driving timely follow-up and closure of active oversight matters, and working with HQ and Country Office stakeholders to strengthen guidance, staff capability and accountability.

 

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

 

1. Plan and undertake frequent field missions to camps, programme sites, field offices, cooperating partners, distribution points and other high-risk operational locations, including remote areas.

2. Conduct proactive, risk-based and, where appropriate, unannounced spot checks to verify activities, test controls, identify irregularities and assess compliance with WFP policies, procedures and partner agreements.

 3. Lead or support field-based fact-finding, preliminary reviews, interviews, records checks and evidence collection concerning allegations, complaints, incidents, suspected misconduct and operational concerns, in line with delegated authority and established procedures.

4. Maintain an up-to-date tracker of active OIGI and other oversight matters; coordinate required inputs, follow-up actions and supporting documentation with responsible units and HQ, and drive matters to timely closure within the role’s authority.

5. Work closely with OIGI and other relevant HQ functions to clarify requirements, escalate material risks, obtain technical guidance and ensure that Country Office follow-up is complete, consistent and well documented.

6. Analyse information from field offices, partners, beneficiaries and operational units to identify emerging risks, control weaknesses, recurring patterns and priority areas for management action.

7. Conduct or support targeted risk assessments, control reviews, compliance reviews and verification exercises, and track agreed mitigation measures and recommendations through completion.

8. Prepare concise, evidence-based field mission reports, case updates, briefing notes and management reports, clearly setting out findings, risk implications, responsible actions and deadlines.

9. Review relevant corporate and local guidance, standard operating procedures and tools; identify gaps or outdated provisions; and coordinate updates and practical guidance for staff in consultation with HQ and responsible functions.

10. Design and deliver targeted training, briefings and awareness sessions for staff and partners on risk management, compliance, AFAC, reporting obligations, case handling and lessons emerging from field reviews and oversight cases.

11. Maintain secure, accurate and complete records of missions, interviews, evidence, findings, decisions and follow-up actions, applying appropriate confidentiality and information-handling requirements.

12. Build effective working relationships with field offices, programme and support functions, partners, communities and local stakeholders to facilitate access, information sharing, corrective action and sustainable resolution of identified issues.

13. Undertake other targeted risk, compliance, oversight or field assignments requested by the supervisor, with priority given to high-risk issues and the closure of outstanding actions rather than routine operational tasks.

 

QUALIFICATIONS AND EXPERIENCE:
 
Education: Completion of Advanced University Degree (Master’s or equivalent) is required. Education in Accounting/Finance/Criminology or in any other relevant field or First University (Bachelor or equivalent) degree with additional years of relevant work experience and/or training/courses in audit, performance and risk management or other related fields.
Experience: Minimum 5 years of experience in the Investigations, Monitoring, Risk management, Audit or in any other relevant field.
Language: Fluency in written and spoken English.

DESIRABLE:


1. Extensive practical experience conducting investigations, audits, field monitoring, compliance reviews or verification exercises, with a strong record of following findings and actions through to closure.

2. Familiarity with operations in refugee camps, humanitarian settings, or field-based programmes.

3. Strong interviewing, observation, and evidence-gathering skills.

4. Ability to engage effectively with beneficiaries, partners, local authorities, and community leaders.

5. Good report writing, communication, and stakeholder management skills.

6. Demonstrated readiness and ability to travel frequently, often at short notice, to remote field locations and to conduct independent, risk-based and unannounced spot checks in challenging environments.

7. Experience coordinating with headquarters-based oversight or investigation functions and managing case follow-up, evidence, recommendations and closure is highly desirable.
