Description

The WCE Program Director provides strategic leadership and operational oversight for assigned Workforce Continuing Education programs. The director is accountable for program planning, development, implementation, fiscal stewardship, compliance, workforce responsiveness, and continuous improvement for assigned Workforce Continuing Education programs. The Director leads initiatives that advance institutional priorities, strengthen employer and community partnerships, support student success, and ensure high-quality workforce education aligned with labor market demand. 

Program-Specific Responsibilities - Emergency Medical Services (EMS)
Provides dedicated leadership for WCE EMT, Paramedic, refresher, continuing education, specialty, agency-based, and other EMS training across the College service area, including Moore and Hoke Counties. Works collaboratively with the Public Safety Department Head, Curriculum EMS personnel, EMS clinical personnel, WCE EMS instructional staff, and partner agencies to support coordinated training pathways, regulatory compliance, effective use of shared resources, and continued program growth.Reasonable accommodation may be made to enable individuals with disabilities to perform these essential functions.
Supervises assigned WCE EMS part-time, adjunct, contracted, and temporary instructional personnel. Responsibilities include recruitment and selection of candidates, onboarding, day-to-day direction, instructional support, performance feedback, and evaluation. Full-time Public Safety employees report to the Department Head under the proposed department structure. Formal corrective or disciplinary actions are coordinated with the Department Head and Human Resources.

Program Leadership & Administration
  • Provide strategic leadership and direction for assigned programs, including planning, implementation, evaluation, and continuous improvement.
  • Align program offerings with workforce needs, student demand, college priorities, labor market information, and stakeholder feedback.
  • Analyze, evaluate, and drive program performance. Monitor program outcomes and implement improvement strategies to support quality, enrollment, completion, credential attainment, and student success.
  • Develop, maintain, and improve operational procedures, workflows, and internal processes that support effective program delivery.
  • Program-Specific Tasks: Lead WCE EMS programs across Moore and Hoke Counties, including EMT, Paramedic, refresher, continuing education, specialty, and agency-requested training; monitor growth, capacity, and outcomes and recommend expansion or improvement strategies.
Instructional Staffing & Supervision
  • Recruit, hire, onboard, train, supervise, support, and evaluate instructors and other assigned program personnel.
  • Ensure instructional quality, professional communication, adherence to college expectations, and appropriate support for instructors.
  • Process, track, and monitor instructor contracts and required employment or credential documentation, as applicable.
  • Identify required instructor credentials, licenses, certifications, or specialized qualifications.
  • Program-Specific Task: Ensure EMS instructors meet applicable credentialing and instructional requirements; coordinate instructor assignments and coverage across college, agency, clinical, and partner locations; maintain EMS instructor credential and employment documentation.
Curriculum, Scheduling & Instructional Delivery
  • Plan course offerings, build or coordinate sections, schedule classes, and monitor enrollment to support access, completion, and workforce responsiveness.
  • Lead the development, revision, and improvement of curriculum, syllabi, instructional materials, assessments, and learning resources.
  • Oversee and ensure effective instructional delivery across locations and modalities, including classroom, lab, online, hybrid, field-based, clinical, apprenticeship, partner-site formats, when applicable.
  • Identify and coordinate Workforce Continuing Education College & Career Promise programs.
  • Program-Specific Responsibilities: Coordinate EMS instructional delivery across classroom, laboratory, simulation, field, clinical, hybrid, online, and partner-site settings; collaborate with Curriculum EMS and clinical personnel on shared resources, student pathways, and clinical/field experiences; support EMT training components of the SCC Fire Academy as assigned.
Budget, Resources, Facilities & Equipment
  • Develop and manage program budgets; monitor expenditures; recommend resource allocations; and maintain fiscal accountability.
  • Identify, procure, organize, inventory, and maintain supplies, equipment, textbooks, technologies, and other instructional resources.
  • Coordinate use, scheduling, readiness, safety, and maintenance needs for assigned classrooms, labs, training sites, or specialized facilities.
  • Program-Specific Responsibilities: Coordinate readiness, scheduling, safety, maintenance, inventory, and replacement planning for EMS classrooms, laboratories, simulation resources, medical training equipment, vehicles, and partner training sites.
Compliance, Reporting & Documentation
  • Direct and ensure accurate and timely completion of documentation related to registration, attendance, grades, certificates, credentialing, assessments, contracts, budgets, and program reporting.
  • Maintain compliance with college policies, NCCCS requirements, grant requirements, accreditation standards, certification agencies, third-party partners, audits, and applicable state or federal regulations.
  • Maintain student, instructor, program, credentialing, and compliance records according to required timelines and documentation standards.
  • Program-Specific Task: Ensure compliance with applicable EMS regulatory and credentialing requirements, College and NCCCS requirements, partner agreements, audits, and required student/instructor documentation; coordinate preparation for monitoring visits, program reviews, or audits related to WCE EMS.
Partnerships, Outreach & Workforce Engagement
  • Build and sustain relationships with employers, industry representatives, community organizations, workforce agencies, educational partners, advisory committees, and other stakeholders.
  • Lead marketing, recruitment, outreach, and engagement strategies to promote programs and sustain enrollment.
  • Represent the college and assigned programs at meetings, conferences, advisory boards, professional associations, and community events.
  • Program-Specific Task: Build and sustain relationships with EMS agencies, fire and rescue departments, healthcare and clinical partners, and other workforce stakeholders; identify training needs and translate those needs into responsive WCE EMS offerings across the service area.
Student Success & Stakeholder Support
  • Lead recruitment, enrollment, advising, retention, completion, credential attainment, employment outcomes, and student success activities.
  • Maintain professional and timely communication with students, instructors, faculty, staff, employers, and community stakeholders.
  • Connect students with appropriate training pathways, support services, work-based learning opportunities, or employment resources when applicable.
  • Program-Specific Task: Coordinate EMS-specific student support, including orientation, clinical or field-site coordination when applicable, credential examination preparation, completion support, and connection to employment or additional educational pathways.

Required education and experience:

  • Bachelor's degree from an accredited institution, or the minimum credential required by applicable regulatory, accreditation, or certification body. 
  • Demonstrated experience in strategic planning, program administration, workforce development, education, training, compliance, or a related field. 
  • Demonstrated ability to coordinate multiple projects, programs, instructors, schedules, records, and stakeholder expectations. 
  • Strong written and verbal communication skills. 
  • Experience using Microsoft 365 or comparable office applications and the ability to learn college systems used for registration, reporting, contracts, budgets, and records. 
  • Program-Specific Required Credentials/Licensure/Experience: Professional experience in emergency medical services or a closely related public safety field; experience coordinating EMS education, training, operations, or instructional programs; current EMS credential(s) appropriate to assigned duties and applicable regulatory requirements; certification as an EMT Paramedic Level I Instructor within one year of employment; ability to work a flexible schedule, including evenings and weekends, as needed to support EMS training.

  • Experience developing employer, industry, agency, advisory committee, apprenticeship, clinical, or community partnerships. 
  • Program-Specific Preferred Credentials/Licensure/Experience: EMS instructional experience and advanced EMS credentialing appropriate to Paramedic-level education and training; experience with EMS regulatory compliance, clinical or field coordination, simulation-based training, and partnerships with EMS agencies, fire and rescue departments, healthcare organizations, or other public safety stakeholders.
