Description

The position is responsible for skilled manual labor at the journeyman level in connection with Public Works applications and maintenance projects; does related work as required.


  1. Receives work assignments from supervisor in the form of work orders, plans or verbal instructions.  Determines from these orders type and amount of material required and the method to be used in accomplishing the work.

  2. Operates light duty to heavy duty equipment (depending on the class of operator’s license) for day to day operations and snow removal.

  3. Paints and makes minor repairs to Public Works equipment, assets, and buildings.

  4. Installs and maintains Public Works utility services; performs cement work or spreads asphalt incidental to street or sidewalk construction or repairs projects.

  5. Installs curbing, constructs catch basins, manholes, drains, or other underground structures; adjusts grade of manholes or catch basins in preparation for street resurfacing.

  6. Performs tasks customarily assigned to a laborer and/or skilled laborer.

Education and Experience: Work requires a high school graduate or an equivalent plus two years’ relevant experience or equivalent combination of knowledge and expertise to perform the essential functions of this position. 


Special Requirements: Possession of a valid driver’s license required; CDL preferred.  Due to the nature of the work and possible exposure to sewage and/or human waste , the Center for Disease recommends employees should be vaccinated for Tetanus with consideration also given to the need for vaccinations for polio, typhoid fever, Hepatitis A and Hepatitis B.


Knowledge, Abilities, and Skill:   Must have a comprehensive experience in Public Works construction or maintenance work or any equivalent combination of education and experience required to perform the essential functions of this position.  Must have general knowledge of the methods, techniques, procedures, equipment and materials relating to various water systems construction and maintenance tasks.  Must have mechanical aptitude to operate various types of equipment that would be found in flood and sewer stations as well as other public works systems.

Physical Demands:  Work requires agility and physical strength, such as moving in or about construction sites or over rough terrain or standing or walking most of the work period.  Must be able to work in an environment subject to continuous interruptions and background noises; climb onto ladders, platforms, and equipment; work in all weather conditions; operate equipment requiring hand and eye coordination and mechanical aptitude; access and negotiate difficult places and varied terrain; lift and carry objects weighing up to 50 pounds; work independently with minimal supervision. Shall comply with OSHA 1910.134 - Respiratory protection standards. 


Motor Skills: While performing the duties of this job, the employee is required to use arms, hands, and fingers to: handle, reach and feel objects; operate tools and controls.  Able to walk, sit, climb, balance, stoop, kneel, crouch, crawl, and smell while performing, supervising, or inspecting work, including construction projects often on uneven ground.  Able to engage in frequent walking, to bend, to stand, to squat, climbing, and occasional sustained physical effort. 


Visual Demands: The Position requires the employee to read documents and reports for understanding and analytical purposes routinely.  Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, peripheral vision, and the ability to focus.
