POSITION SUMMARY:

The Environmental Specialist will provide leadership, coordination, and development of NEPA and other environmental documents. The incumbent supports ensuring the protection and optimal use of air, land, and water resources and managing urban development to improve public health and environmental quality in the territory. The specialist will work closely with an interdisciplinary team under the supervision of the Department of Planning and Natural Resources.

 ESSENTIAL FUNCTIONS:

  • Participates in preparing CATEX, EIS, EA, and similar environmental review documentation.
  • Corresponds with regulatory agencies in the Territory to ensure every project complies with applicable laws and requirements.
  • Attends and participates in a variety of meetings internally and externally.
  • Performs inspections on sewage treatment plants, water, soil, etc., to confirm compliance with environmental protection laws.
  • Accepts permit applications from the general public relative to the type of business they are in.
  • Review applications to determine accuracy and completeness.
  • Performs the necessary steps required to bring the application to completion.
  • Prepares requisition for materials andconstruction estimates indicating costs of materials and labor necessary for carrying out projects.
  • Collects water samples and pesticide samples for laboratory analysis.
  • May perform scuba diving activities to test underwater reefs etc.
  • May testify in investigative/court hearings relative to environmental violations.
  • Inspects construction projects to confirm that work performed by contractors is in compliance with plans and specifications.
  • Interprets blueprints and specifications for contractor, and discusses deviation from specified construction procedures, to ensure compliance with regulations governing construction.
  • Interprets and uses data collected as part of a standard test to determine the strength of concrete used to establish soil density and compaction.
  • Observes work in progress to ensure that procedures are followed and materials used conform to specifications.
  • Notifies contractors and/or departmental construction crew of discrepancies found during inspection reports indicating evidence of noncompliance and determines stages of construction progress.

  • Proficient in technical writing, presentation development, and research.
  • Strong report writing, editing, and proofreading skills.
  • Proficient in Microsoft Word, Excel, and Outlook.
  • Experience with GIS and similar mapping programs.
  • Experience in managing projects and teams.
  • Ability to handle multiple dynamic projects in a fast-paced, deadline-driven environment.
  • Strong analytical, problem-solving, and decision-making capabilities.
  • Ability to perform duties with limited supervision.
  • Excellent verbal, written, and interpersonal communication skills.

  • Understanding of natural science principles related to environmental control.
  • Familiarity with current environmental control techniques, terminology, and laws.
  • Ability to understand and interpret environmental laws, rules, and regulations.
  • Competence in performing statistical computations and analyzing environmental issues.
  • Ability to swim and scuba dive preferred.
  • Physically capable of walking, standing, bending, and stooping.
  • Ability to work under close supervision, with tasks reviewed for adherence to program objectives.
  • Knowledge of and adherence to Federal and local EPA laws, rules, and regulations.
  • Primarily involves administrative and public interaction.
  • May include fieldwork requiring physical activity, such as swimming or scuba diving.
  • Valid VI Driver’s License required.

POSITION REQUIREMENTS AND QUALIFICATIONS:

 EDUCATION:

  • Bachelor’s or Master’s degree from an accredited college or university in biology, environmental science or planning, transportation planning, economics, public policy, or related field preferred.

EXPERIENCE:

  • Two years of previous experience working on projects that involve NEPA compliance or permitting.
  • Experience overseeing the full spectrum of resources typically addressed in NEPA documents, including and managing an interdisciplinary approach. An equivalent combination of education and experience may be substituted. An equivalent combination of education and experience may be substituted.

SALARY: $60,000 - $70,000 per annum depending upon qualifications.
