Overview
We are seeking an experienced Senior Project Manager to lead the end-to-end delivery of digital systems and projects. You will work closely with Business Analysts, vendors, business stakeholders, and technical teams to deliver solutions that support Singapore's Smart Nation initiatives.
The ideal candidate is proactive, decisive, and comfortable managing complex projects in a fast-paced environment, with strong capabilities in project delivery, stakeholder management, vendor management, procurement, risk management, and Agile methodologies.
Key Responsibilities
- Plan and lead the development of business cases and budgets for digital systems and projects.
- Manage and execute the procurement of IT systems in a timely manner.
- Lead projects across the full project lifecycle, ensuring delivery meets business objectives within agreed scope, cost, timeline, and quality.
- Develop and manage project plans, schedules, milestones, resources, dependencies, and deliverables.
- Assess and apply appropriate project management methodologies, including Agile practices, to ensure successful project delivery.
- Identify project risks, assess potential business and organisational impact, and implement appropriate mitigation measures.
- Effectively engage and manage vendors to ensure successful delivery of digital solutions and services.
- Manage and communicate with business stakeholders, project teams, vendors, and other relevant parties throughout the project lifecycle.
- Ensure project development processes, procedures, and systems comply with applicable IT management, quality management, and security policies.
- Monitor project progress and proactively address issues, risks, dependencies, and changes that may impact delivery.
Requirements
- Degree or Diploma in Computer Science, Information Systems, Information/Infocomm Technology, Computer Engineering, Electronics Engineering, or a related discipline.
- Minimum 8 years of relevant Project Management experience.
- Experience managing at least 2 full project development lifecycles, with at least one project delivered using Agile methodology.
- Strong experience in vendor and stakeholder management.
- Strong project planning, risk management, budgeting, and delivery management capabilities.
- Strong analytical, conceptualisation, and problem-solving skills.
- Excellent written and verbal communication, presentation, stakeholder engagement, and negotiation skills.
- Ability to work effectively in a fast-paced and dynamic environment.
- Adaptable and proactive, with the ability to take calculated risks and drive innovation to achieve business outcomes and customer satisfaction.
Good to Have
- Experience with IT tendering and procurement processes.
- Experience managing projects involving Cloud, Design Thinking, Data Analytics, or Product-Centric Development.
- Project Management certifications such as CITPM, COMIT, PMP/PMI, or equivalent.
- Agile certifications such as Certified ScrumMaster (CSM) or equivalent.
