Environmental Specialist

ICF is seeking an experienced Environmental Specialist to support a Department of War (DOW) contract and team based in Fort Greely, Alaska. The team provides comprehensive environmental management support to the Missile Defense Agency (MDA) including regulatory environmental compliance, environmental impact analysis, planning, air permitting, policy and strategy development, sustainability, conservation, and related technical assistance including support to all agency missions, weapons systems acquisition, development, testing, deployment, and fielding at geographically dispersed locations worldwide.

This position is based in Fort Greely, Alaska with occasional travel required for specific project work throughout the United States and abroad. Currently, the position requires working onsite in a federal government facility Mondays through Thursdays, with situational telework authorized on Fridays. However, the telework authorization is subject to change at any time based on client requirements. Candidate must possess DoD Secret security clearance or have the ability to obtain clearance upon hire.

Responsibilities

The Environmental Specialist will support and execute environmental compliance audits of related to DOW system testing; environmental policies, studies and analysis, including National Environmental Policy Act (NEPA); air emissions modeling and permitting; and facilities planning, design, construction, operation, and sustainment. Specific responsibilities include:

  • Serving as a subject matter and regulatory expert on complex technical and programmatic issues related to environmental planning, management, and compliance initiatives.
  • Implementing strategies related to environmental planning, management, and compliance.
  • Supporting multiple concurrent high priority environmental projects.
  • Identifying problems, developing sound solutions, and presenting recommendations to the team for approval and implementation.
  • Conducting air emission calculations and preparing permit applications for the use of generators and boilers in the United States and its territories.
  • Interacting directly with client on a daily basis.

Minimum Qualifications

  • Master’s degree in environmental engineering or related environmental field, with Minimum of 5 years relevant experience; OR
  • Bachelor’s degree in environmental engineering or related environmental field with Minimum of 7 years relevant experience; OR
  • Professional Engineer (PE) with a minimum of 5 years relevant experience
  • Ability to work in the field, work outdoors, and lift up to 50 lbs.
  • Must be a U.S. citizen per federal contract requirements.
  • Must possess a DoD Secret security clearance or have the ability to obtain one.

Additional Qualifications

  • Strong environmental regulatory background with experience in CAA, RCRA, and NEPA, including preparing Environmental Assessments (EAs), Impact Statements (EIS), and supporting documents.
  • Extensive experience in one or more fields including NEPA, Environmental Management Systems, Hazardous Materials/Waste Management, Environmental Policy and Strategy development,  Environmental Engineering support for design construction, Environmental compliance assessments, Environmental regulatory consultations and permitting.
  • Experience conducting multi-media environmental compliance audits.
  • Experience in Environmental Management Systems (EMS) implementation and maintaining conformance.
  • Experience in preparing air emission calculations and permit applications for emergency/prime power diesel- or natural gas fired-generators and boilers.
  • Strong verbal and written communication and computer skills, as well as the ability to work with a high-degree of independence/minimal direct supervision.

Preferred Qualifications

  • Prior military or Federal consulting experience is preferred.
  • Additional professional credential(s) preferred such as: Certified Hazardous Materials Manager (CHMM),Professional Engineer (PE), Professional Geologist (PG); Certified Professional Environmental Auditor (CPEA)

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$89,261.00 - $151,744.00
