Summary:

This position supports Baxter's mission to save and sustain lives through advancing and protecting Baxter’s business interests and creating a favorable policy and market access environment to expand patient access to our products, therapies and solutions, to drive commercial opportunities and deliver value to Baxter.  Working closely with country leadership teams, commercial, medical, regulatory, and global stakeholders, this involves:

-          Strategic external engagement with government stakeholders, payers, patients, professional and trade associations to shape legislation, policy adoption and healthcare priorities.

-          Building coalitions to advance and protect patient access to our products and services.

-          Payer engagement and evidence-based value demonstration to support reimbursement and funding decisions.

Essential Duties and Responsibilities:

1. Government Affairs & Policy

• Monitor healthcare policies, legislation, government reforms, funding initiatives, and regulatory developments across Southeast Asia, that have the potential to impact Baxter and communicates internally.

• Building network of key institutional stakeholders and with other relevant patient and professional organization to enable sharing Baxter positions/concerns on key policy issues and other value propositions related to our company, services or products.

• Support internal understanding of political & patient advocacy and the strategic value of coalitions to achieving market access/business goals.

• Ensures cooperation with global, regional, and other country Government Affairs & Market Access members.

• Represent Baxter in relevant external interest groups and trade associations and build alliances/ drives initiatives on topics of key importance to Baxter.

• Develop implementation plans within the strategy set by the regional EMEA Government Affairs, Advocacy & Reimbursement lead and the business VPs.

• Be a point of contact for internal stakeholders on country policy, legislation and health system inquiries.

2. Market Access & Reimbursement

• Identify and drive the country Market Access strategies and tactics to achieve Baxter's objectives aligned with goals of the business divisions.

• Lead Market Access, Health Economic & Reimbursement activities new and existing products and provide input into pricing strategies as needed.

• Provide health economics expertise to shape the understanding within the business of relevant environmental patient access challenges, payer value consideration and consequent evidence generation needs to enable reimbursement / premium pricing.

• Lead reimbursement filing for new product registrations.

• Provide on-the-ground support to field-based staff to discuss economics for key accounts in countries, as necessary.

• Provide input around the health technology assessment landscape to support product launches.

• Identify, analyze and prioritize stakeholders for new and existing products.

• Work collaboratively and cross-functionally to ensure alignment with Commercial, Medical, Legal, RA, etc.

• Analyze and adapt global/regional Market Access tools and studies for local use (value dossiers, HEOR, BIM, iPad apps etc.)

3. External Stakeholder Engagement

• Build and maintain relationships with government agencies, healthcare authorities, reimbursement bodies, industry associations, healthcare societies, and other key stakeholders.

• Represent Baxter in relevant industry working groups and policy discussions.

• Support advocacy initiatives that improve patient access and healthcare innovation.

4. Public Procurement & Healthcare System Insights

• Monitor public procurement practices, tender policies, and government purchasing trends.

• Identify policy developments that may affect market access, pricing, healthcare funding, or procurement processes.

• Provide strategic guidance to country teams on navigating public healthcare systems.

5. Compliance

• Keeps informed of relevant compliance policies including interactions policy – especially interaction with third parties and interaction with government officials

• Ensures all advocacy activities involved with are compliant with Baxter and external compliances rules, and supports country teams to understand and work within external compliance guidance when implementing Advocacy programs.

Qualifications & Skills:

• Strong understanding of healthcare systems, reimbursement models, public procurement, healthcare policy, and market access frameworks.

• Knowledge of HTA processes, healthcare funding mechanisms, and value-based healthcare principles.

• Excellent stakeholder engagement and influencing skills.

• Strong analytical and strategic thinking capabilities.

• Exceptional interpersonal, communication and organizational skills with a proven ability to effectively operate across businesses and functions in a multi-cultural environment through all communication channels, including digital.

• Track record in planning, running projects and delivering objectives.

• Creative and presentation skills, including visual communication for business purposes and being comfortable with online research tools.

• Strong and versatile writing skills with proven experience in developing clear, concise and persuasive materials.

• Ability to understand and distill complex, often technical/ legislative/scientific information into understandable concepts and language for a variety of audiences.

• Local country language (or minimum 1 of the cluster countries’ languages), good business English written and spoken skills.

• Strong facilitation and negotiation skills - must be able to effectively communicate with senior-level managers and executives (internally and within patients and clinicians’ representative organizations) in order to bring together stakeholders with conflicting points of view.

Education and/or Experience:

• Bachelor's Degree in Public Health, Pharmacy, Health Economics, Life Sciences, Healthcare Management, Political Science, Public Policy, Business, or related discipline.

• Master's Degree (MPH, MBA, MHA, Health Economics, Public Policy) preferred.

• Minimum 5 years of experience in Government Affairs, Market Access, Public Policy, Healthcare Economics, Reimbursement, Public Affairs, or related functions.

• Experience within medical devices, healthcare technology, pharmaceuticals, or healthcare services.

• Strong knowledge of Southeast Asian healthcare systems and policy environments.

• Experience engaging government agencies, policymakers, industry associations, or reimbursement stakeholders.

• Experience in regional or multi-country roles preferred.
