About GOAL
GOAL has been working in Sierra Leone since 1999, with its country office in Freetown. Our programmes
support communities across Sierra Leone, with a focus on building resilience and delivering sustainable
impact across areas including health, WASH, food security and protection.
About the role
Reporting to the Programme Director, the Programme Development and Quality Coordinator (PDQC)
will ensure collaborative and consultative proposal development processes, submission of timely and
high-quality donor proposals and reporting, sharing of accurate and up to date grant tracking
information and contribute to the evaluation and review of programme progress and adaptation. The
position also provides broader programme support as needed, including project work around
accountability, communications, and advocacy, and working to encourage an environment of
continuous learning and improvement within the GOAL team.
Key Responsibilities
- Identify and track funding opportunities from institutional and humanitarian donors.
- Coordinate the development and submission of high-quality funding proposals and concept notes.
- Work closely with programme, finance, and technical teams to ensure proposals are accurate, competitive, and submitted on time.
- Coordinate donor reporting processes and support teams to produce high-quality reports that demonstrate programme results and impact.
- Maintain grant, proposal, and reporting trackers to ensure compliance with donor requirements and deadlines.
- Support programme teams to monitor progress, identify challenges, and improve programme quality.
- Assist with programme reviews, evaluations, learning activities, and lessons learned processes.
- Facilitate effective communication and information sharing across teams.
- Maintain accurate grant and programme documentation, ensuring records are accessible and up to date.
- Support the collection and development of success stories, case studies, and programme updates for donors and stakeholders.
- Contribute to internal and external communications, including newsletters, reports, and programme updates.
- Represent GOAL at meetings and with external stakeholders as required.
- Promote and uphold GOAL's values, policies, safeguarding standards, and commitment to accountability.
About You
You will have:
- At least 3 years' experience in grants management, proposal development, donor reporting, communications, or a related role.
- Experience working with institutional donors and managing donor compliance requirements.
- Strong report writing, proposal writing, and information management skills.
- Experience analysing and presenting information clearly for a range of audiences.
- Strong organisational skills with the ability to manage multiple deadlines.
- Excellent communication and relationship-building skills.
- Experience working collaboratively with cross-functional teams and external stakeholders.
- Strong Microsoft Office skills, particularly Excel.
- Fluency in written and spoken English.
- A commitment to safeguarding, accountability, and humanitarian principles.
Desirable
- A degree or postgraduate qualification in International Development, Communications, Information Management, ICT, or a related field.
- Experience with data collection, data analysis, and reporting tools.
- Experience leading proposal development and grant management processes.
- Experience working in Sierra Leone, West Africa, or other humanitarian and development contexts.
