The Department of Local Affairs (DOLA) serves as the primary interface between the State and local communities. The Department provides financial support to local communities and professional and technical services (including training and technical assistance) to community leaders in the areas of governance, housing, and property tax administration. While all state governments provide such services through various Departmental structures, Colorado’s approach is unique in that these local community services are gathered into one Department of “Local Affairs,” which has a central focus on strengthening Colorado communities and enhancing livability.

The Division of Property Taxation (DPT) coordinates and administers the implementation of property tax law throughout the sixty-four counties of Colorado to ensure that valuations are uniform and that each property class is responsible for its fair share of the total property tax obligation. This includes providing technical assessment assistance and promoting the equalization of property valuation. In addition, this work unit provides support and technical expertise to the Governor, General Assembly, State Board of Equalization, County Boards of Equalization, Board of Assessment Appeals, Statutory Advisory Committee, and the general public. It also creates and maintains policy manuals, advanced education curricula, and on-site training and assistance for county assessors and their staff. The work unit assists and enhances the efficiency and effectiveness of county assessors and their staff by creating and implementing techniques, education, training on unique issues and other technical assistance on a wide spectrum of statewide issues regarding complex administrative and appraisal processes.
The Data Manager III assists in the development and use of various data systems to formulate techniques and processes that collect, analyze, organize and store data with a focus on data integrity, legitimacy, security and confidentiality.
The primary duties and responsibilities of this position include, but are not limited to:
Managing Data Systems
Design, implement, maintain, ensure data security, accuracy and integrity;
Maintain and create data dictionaries;
Monitor standards, procedures and database performance;
Develop and maintain data access to ensure proper data control.
Data Collection and Analysis
Interpret data and establish reports and guidelines for extracting data;
Scrub and extract data from systems;
Prepares reports, ensuring accuracy;
Present findings verbally, in writing and via presentations;;
Evaluate the quality and accuracy of data;
Gain expertise in the database, program reporting requirements and industry standards.
Develop SQL queries and Python scripts for data extraction and reporting;
Test data, provide technical feedback and coordinate on system deployment.
Maintain Colorado Property Tax Data
Manage, update and maintain mapping applications of statewide property information;
Administer and modify map functionality and measure specific information to obtain desired results.
Technical Guidance
Communicate with county assessors, property tax districts and other stakeholders to update, rectify and correct information;
Educate and train system users;
Serve as point of contact for routine technical support in day-to-day program requirements;
Develop user guidance, maintain training materials and provide ongoing technical and troubleshooting support.
MINIMUM QUALIFICATIONS
Experience Only: Six (6) years Data Management experience that includes at least three of the following:
Writing queries (e.g., SQL) or scripts (e.g., Python) to extract, transform, clean, and analyze complex datasets.
Developing or maintaining database structures, data dictionaries, schema standards, or data security controls.
Working with spatial/mapping applications or geographically referenced administrative data.
Authoring technical guides, user documentation, plain-language reporting, or training end-users on data software and processes.
Data management experience includes collecting, storing, organizing, securing, analyzing and maintaining an organization’s digital information through its lifecycle to support business goals.
OR
Education and Experience: A combination of related education in Data Analytics, Computer Sciences, Statistics, Information Systems, Business or a closely related field (as determined by the agency) AND experience as described above equal to six (6) years.

State of Colorado government experience managing data within statutory or regulatory compliance frameworks, maintaining property taxation or local government data systems, or navigating complex inter-agency policy and reporting environments;
Demonstrated experience in predictive modeling;
Experience organizing and analyzing large volumes of numerical data;
Knowledge of and familiarity with, Colorado ad valorem property taxation;
Experience making presentations before a variety of audiences;
Advanced proficiency in Microsoft Excel, Google Sheets;
Understands computer portal user applications and software;
Proficient in mathematical calculations and formulas.
Google Cloud Certificates (Google Cloud Data Analytics Certificate and/or Google Cloud Skill Badges)
EnterpriseDB (EDB) Certifications (EDB Certified PostgreSQL Associate and/or EDB Certified PostgreSQL Professional)
