The Honolulu Police Commission is looking to fill two (2) Police Commission Investigator positions, located in Honolulu. In this role, you will independently conduct confidential investigations arising from complaints against the Honolulu Police Department and its members. Responsibilities include interviewing complainants and witnesses, determining facts, developing and evaluating evidence, securing information to substantiate findings, and preparing comprehensive investigative reports.
What You Will Do:
- Review and analyze video evidence, including officers’ body-worn camera (BWC) footage, stationary video from various police stations, and videos provided by complainants and witnesses.
- Prepare comprehensive investigative reports documenting findings and supporting evidence.
- Rotate with other investigators as the duty investigator, responding to walk-in complainants and telephone calls regarding complaints, requests for complaint information, and other calls for service.
- Coordinate with appropriate agencies to process legal documents, such as subpoenas and affidavits, to obtain information and evidence in support of investigations.
- Serve as a liaison between the Police Commission and divisions of the Police Department and other agencies to facilitate communication and coordination related to investigations and Commission matters.
Special Working Conditions:
- Work may require entering highly dangerous neighborhoods and may involve verbal or physical confrontations with complainants, witnesses, and other individuals.
- Work schedules may vary based on the availability of witnesses and may require overtime, including nights, weekends, and holidays.
- Requires the use of a personal vehicle; mileage will be reimbursed.

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four-year college or university with major work in social work, sociology, psychology, public administration, or a related field.
Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.
For example:
1. Four (4) years of professional work experience, in any occupation, may substitute for a general bachelor's degree.
2. Four (4) years of general work experience (does not need to be professional level experience) in investigative work may substitute for a general bachelor's degree.
The education requirement must be met at the time of application. Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, proper documentation, e.g., a foreign credential evaluation (FCE), must be provided. EXPERIENCE REQUIREMENT:
Examples of Qualifying Experience: Detectives (criminal investigation), military officers in criminal investigation, insurance investigators, Federal law enforcement officers, or other investigative experience at the independent, responsible level.
Such experience must have demonstrated:- Knowledge of investigational methods and techniques.
- Knowledge of social and police sciences.
- Knowledge of rules of legal evidence.
- Knowledge of interviewing and interrogating methods and techniques.
- Knowledge of jurisdictions and functions of various governmental agencies and departments.
- Ability to deal effectively with the public.
- Ability to interpret laws, rules, and regulations.
- Ability to obtain and analyze data.
- Ability to analyze and solve law enforcement problems.
- Ability to make sound observations, remember facts, and give testimony based thereon.
LICENSE REQUIREMENT:
Possession of a valid appropriate driver's license (automobile/Type 3), prior to appointment.
(The current vacancy requires a Type 3/automobile license, prior to appointment, and a Notary Public Commission from the Hawaii Department of the Attorney General, prior to completion of probation.)
