Reports to: Project Coordinator - SRM
Role description: The SBCC/Gender and Protection Office will support the WFP Integrated Program in Rwamwanja to provide technical support to mainstream gender, protection and disability as cross-cutting themes for all the programmatic activities. The role will ensure added expertise in the generation of interventions based on evidence through operational research, current practice as well as design. In addition, the role will ensure capacity building of program staff, district stakeholders, partners as well as target beneficiaries on SBCC for enhanced resilience.
Key Result Areas:
Project Implementation.
- Work closely with the different pillars of Self Reliance and departments like MEAL to design and undertake operational research to ensure robust evidence-based data for the design of Gender and protection and SBCC strategy.
- Liaise with key units to design SBCC strategy to ensure tangible change among target beneficiaries under the SRM Programming across board
- In liaison with project participants and departments like the Livelihoods and environment, Gender sector to develop key SBCC activities and design communication for development (C4D) and messaging content.
- Ensure the design, development, execution and evaluation of effective SBCC capacity strengthening activities to both the Project staff, Beneficiaries and other stakeholders within the areas of operation.
- Jointly plan and train key program stakeholders including community structures (CBFs, VHTs and Care groups), health workers and religious and traditional leaders to disseminate messages and engage communities in key SBCC activities.
- Share new knowledge and best practices in SBCC and contribute to the knowledge base through participation in local, regional and global partner and technical networks, scientific forums and other knowledge-sharing platforms.
- Conduct qualitative surveys to track and assess reach and effectiveness of messages in achieving the program objectives.
- Support public relations and appreciation to the component on social behaviour change communication in regards to livelihoods programming, and gender roles community expectations
- Train and strengthen capacity of WVU project staff, mainstream project partners, Community based facilitators, volunteers and community structure on gender and disability inclusion in food programming.
- Capacity building of programme staff, community structures and co-partner that WV will work with due to the Grand bargain (localization agenda) and key stakeholders on protection, and Gender, Adult and child safe guarding, PSEA.
- Responsible for delivery of gender equality and social inclusion training to project staff
- Provide technical support and mentorship to the Protection and Gender Assistant and the Co-Partner staff to enhance their knowledge on implementation of all gender, protection and disability inclusion activities within the program.
- Develop and facilitate gender, protection and disability inclusion components in training materials, distribution messages, dissemination meetings and other project tools and resources including PDM and other assessment tools.
- Ensure accessibility of gender, protection and disability inclusion IEC materials developed for the food assistance program and other programs within the response.
Coordination and engagements at Zonal, settlement level and sector specific technical working groups
- Take lead and Co-ordinates activities within the SBCC docket through advocacy and information sharing about the project including partnership liaison.
- Take part in the routine coordination meetings and provide information about the Fora on the expectations and how Mindset change should be tackled across all programming for higher results
- Follows up the project monitoring system, updates information concerning the progress of the project, periodically documents and reports the results of the activities
- Assists in the planning, coordination, and documentation of meetings, workshops, seminars and other activities of the project, focusing on Social Behaviour Change
- Observe topics directly related to the project through evaluation by the press, direct dialog, forum participation, public hearings, seminars, etc.
- Supports short-term consultants and experts of the project to fulfil their tasks during their assignment nation.
Reporting, risk management.
- Prepare quality donor reports, weekly, Monthly, quarterly and annual project reports, activity reports, research reports and other related documentation Monitor progress of programme/project interventions against plans within the Project.
- Submit monthly work plans and reports in the alignment with the project design.
- Supervise, monitor and evaluate SBCC Mentors and Capacity Building activities to ensure quality training in terms of time and task delivery and coaching.
- Document and share the most significant change stories as a result of the SBCC.
- Produce timely reports on monitoring giving both quantitative and qualitative data/information measuring progress against set benchmarks/indicators; highlighting project achievements, constraints and key recommendations.
- Organize review, reflection and learning forum for Beneficiaries, local organizations and government to share best practices and success stories.
Gender Assessments and program design and budgeting.
- Carry out partner’s capacity assessments for partners and continuous monitoring assessments during implementation.
- Support in gender, protection and disability inclusion assessments within the program/response.
- Ensuring that all proposals being designed within the response are gender and disability inclusive.
- Support in gander, protection and disability inclusion data collection, analyses and reports in KAP study, need assessments and evaluation.
Child protection, Gender and Disability Mainstreaming
- Engage with internal departments and external partners to assess and address the existing child protection, Gender and Disability in the community using the existing referral pathway.
- Develop capacity building plan for SBCC Mentors and other stakeholders in the project area on issues pertaining to Child Protection, Gender and Disability issues.
- Support advocacy to ensure Child Protection, Gender and Disability policy implementation.
- Conduct dialogue with relevant stakeholders to lobby for implementation of the existing laws.
- Support Inter-sectorial, Inter-agency networking and coordination in developing Child protection programs and services.
- Undertake any other duties as assigned by the Supervisor on a case-by-case basis.
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
- At least three (3) years’ experience working with communities facilitating development preferably in a Graduation Project.
- A University degree in Nutrition, Communications, Public health management, Social sciences, Social Work, Human Rights or a related field. Academic documents must be attached to this application.
- Ability to communicate and work with beneficiary communities, government and stakeholders at the district level.
- Knowledge and experience in Livelihoods, health, education and behavioral change communication is highly required
- Experience in developing and implementing behavioral change communications, focusing on creating demand for community and facility-based health services
- Prior experience working with local youth organizations and businesses in the private sector.
- Prior experience working in partnerships between international NGOs and local partners
- Additional Certificate courses in IASC Guidelines and key training packages preferred (Caring for [Child] Survivors of Sexual Violence, psychological First Aid in Emergencies, CPiE Minimum Standards, and GBV IMS, International Humanitarian & Human Rights Law Foundations, etc), are an added advantage.
- Exhibits good Networking and advocacy experience.
- Experience of high reliability and independence; working with minimal supervision in previous work.
- Experience in implementing an integrated livelihoods and gender Mainstreamed project .
- Track record demonstrating high integrity, innovativeness, creativity, reliability and dependable
- Team player, Self-motivator, able to work with limited supervision;
- Must be a committed Christian and an active member of the Church.
- Must be able to RIDE with a Valid Riding License attached to this application.
- Knowledge of gender and equality mainstreaming in emergency programs.
