Senior Contracts SME
REMOTE
Veterans Management Services, Inc. (VMSI) is a Service-Disabled Veteran-Owned Small Business (SDVOSB)and we are looking for a highly motivated Senior Contract SME to join our team supporting our Department of Veterans Affairs (VA) client. The mission of the VA is to “To fulfill President Lincoln's promise to care for those who have served in our nation's military and for their families, caregivers, and survivors.”
The Senior Contract SME is responsible for providing day-to-day administrative and cradle-to-grave support for the procurement of construction, A&E and services for the Department of Veterans Affairs.
Responsibilities:
- Drafting construction and A&E requirements into clear and comprehensive SOWs, PWSs, SOOs, and/or Task/Delivery Orders ensuring optimal results for stakeholders.
- Performing and/or assessing market research, trends, conditions, alternative sources, and technological advances as they relate to the program.
- Researching and reviewing all relevant policies, guidance, and regulations to support the customer and Contracting Officer (CO) in their decision-making.
- Providing business advice and assistance to functional area technical experts, required activities, and customers.
- Collaborating with stakeholders on performance requirements across multiple sites and service lines to achieve agreement on standardizing enterprise equipment, supplies, and/or service requirements in support of strategic acquisition plans.
- Analyzing and supporting the development of Independent Government Cost Estimates (IGCE).
- Drafting and preparing contractual documents, forms, and solicitations.
- Reviewing procurement documents for accuracy, sufficiency, and completeness.
- Refining and enhancing source selection evaluation criteria.
- Analyzing and evaluating pricing data and other types of pricing information to draft a price reasonableness recommendation for the CO.
- Working with the technical experts and the CO to ensure project milestones are reflected in the contractual documents and project plan.
Qualifications
- 10+ years of Federal contracting experience
- Bachelor’s degree from an accredited college or university
- FAC-C II, DAWIA, or FAC-C Professional Certification or commercial equivalent
Highly Preferred Qualifications:
- At least five (5) years of experience procuring complex construction and A&E including IDIQs, MTOCs, and other multiple award using FAR 36 procedures.
- Experience with formal source selection and price analysis techniques.

Salary Range: The salary for this position is between $85,000 – $105,000 annually. Factors affecting pay within this range may include geography, skills, education, experience, and other qualifications of the successful candidate.
