Description

The City of Roanoke is looking to hire trades crewmembers to serve in the Facilities Division of Public Works. The Facilities Journeyman position, depending on the trade, include:

Mechanical Division (Electrical) Repair or maintain high voltage systems, install various electrical systems, operates a variety of electrical testing devices/equipment to locate and determine what types of electrical malfunction. Required to repair, maintain, and install wiring, motors, transformers, generators, lighting, appliances, circuits, wiring and other electrical system equipment and components in compliance with (NEC) National Electrical Code and local regulations. Will be provided 18 months to obtain a Virginia State journeyman certification in the trade area assigned (electrical).

 Mechanical Division (Plumbing) Repair, maintain, troubleshoot, and install commercial plumbing systems including HVAC piping systems, rainwater recovery, swimming pool and decorative fountain maintenance. May be required to operate backhoe/skid steer, training will be provided if needed. Will be provided 18 months to obtain a Virginia State journeyman certification in the trade area assigned (plumbing). 

Structural Division (Carpentry/Building Envelope/Roofer) 
Performs work in mechanical or structural repair and maintenance of facilities and equipment. Works as a rough carpenter; and performs chipping and painting. Cleans, services, repairs and replaces roofs, windows, doors, siding, caulking various surfaces, flashing and gutters on City of Roanoke owned buildings. Will develop database to catalog and maintain information on all City of Roanoke roofs, buildings and structures in order to develop field maintenance schedules and replacement needs. Discuss job requirements and receives detailed instructions from supervisor/foreman. Studies plans, drawings, specifications, and work orders to determine work requirement and sequence of repairs and/or installations. May be required to operate backhoe/skid steer, training will be provided if needed. Work as rough/finish carpenter performing such duties as resurfacing concrete walkways (floor polishing) in city buildings, maintenance of facilities equipment, basic carpentry, wood and metal stud framing, removal/installation of ceiling systems, carpet, VCT tile, ceramic tile, wallboard, wall trim, doors, windows, concrete, brick/block laying, sandblasting, chipping, painting and demolition of structures. 
 
Structural Division (Locksmith) 
Will be required to maintain the city's lock system including jail/jail annex locks. Fire extinguisher maintenance. Will be provided 18 months to obtain a jail lock service & repair certification (training will be provided).
 
  
Welding Division (Welder) 
May be required to operate backhoe for installation & repair of light utility piping and ability to fit steel pipe systems. Required to fabricate metal objects which may involve, lay out (fitter), cutting, measuring, sheet metal and welding metals to create the desired shape or object. Be knowledgeable of many techniques and tools. Required in all divisions - study plans, drawings, specifications, work orders to determine work requirements and sequence of repairs and/or installations. May be required to learn the work order system Facility Dude and implement time in the absence of the supervisor/foreman. Assists with special events, snow removal and other emergency tasks, including some nights, weekends and holidays, as needed. Adheres to established safety procedures. Will be provided 18 months to obtain a welding/rigging certification.
 
HVAC Division 
Will be required to perform skilled work on mechanical HVAC equipment including minor repairs, preventative maintenance and installation on all types of mechanical equipment (including ice machines). Assist with layout sketches, material lists and time estimates. May also perform essential duties in mechanical, structural & welding. Will be provided 18 months to obtain a universal EPA refrigerant certification and journeyman certification.

SUMMARY
Performs skilled work in the maintenance of facilities and/or equipment.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Discuss job requirements and receives detailed instructions from supervisor, foreman or facilities trades professional
  • Inspects work in progress to ensure conformance with instructions 
  • Maintains accurate log sheets and checklists
  • Assists with special events, snow removal and other emergency tasks, including some nights, weekends and holidays, as needed
  • Adheres to established safety procedures
  • Requisitions parts and materials used in the repair of equipment or jobs assigned
  • Inspects equipment for proper safety and ensure truck is equipped with all necessary equipment for the day's assignment (i.e. water cooler, first aid kit, safety flares, etc.)
  • Performs at minimum journeyman-level trades work in one of the following areas: carpentry, HVAC, electrical, plumbing, and/or welding
  • Knowledge of pertinent rules and regulations, guidelines, safety orders, departmental operating procedures and safety regulations sufficient to ensure that work is performed in compliance with applicable law
  • Adheres to sound safety and housekeeping practices
  • Follows safety rules/procedures; avoid known hazards in the work environment 
  • Reviews safety procedures before beginning each job with known hazards 
  • Places avoidance of injury or property damage above all other job requirements 
  • Follows established safety procedures
  • May be required to wear some type of respiratory protection in the performance of their duties - Pulmonary test will be provided by the city
  • Must be able to climb/work on ladders and/or lifts to reach high ceilings or walls.
  • May be required to operate out of a bucket truck, training will be provided if needed 
  • May be required to take classes or training to enhance job performance

EDUCATION and/or EXPERIENCE

All trades:
High school diploma or general education degree (GED) one to three years related experience and/or training in the trades area assigned; or equivalent combination of education and experience.
OTHER REQUIREMENTS: 
LANGUAGE SKILLS

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to communicate effectively orally and in writing.
 
REASONING ABILITY

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Have ability to deal with problems involving several concrete variables in standardized situations. Require basic math skills and mechanical aptitude

CERTIFICATES, LICENSES, REGISTRATIONS
 
Requires a valid appropriate driver's permit issued by the Commonwealth of Virginia, depending on area of assignment; may require possession of a valid appropriate Class A, B or C commercial driver's license with specific endorsements. 

HVAC Division Will be provided 18 months to obtain a universal EPA refrigerant certification and journeyman certification. 
Mechanical Division Will be provided 18 months to obtain a Virginia State journeyman certification in the trade area assigned (electrical or plumbing).
Structural Division (Locksmith) Will be provided 18 months to obtain a jail lock service & repair certification (training will be provided). 
Welding Division (Welder) Will be provided ample time and support to obtain a welding/rigging certification.

May be required to pass CJIS (Criminal Justice Information Systems) background check due to working in secured areas, depending on area assigned.
