The Utilities Compliance Specialist I position is an entry- to intermediate-level professional role responsible for assisting with the administration and implementation of regulatory compliance and laboratory programs under the direct supervision of the Utilities Compliance and Laboratory Operations Manager. The position supports regulatory monitoring, permit compliance, laboratory coordination, environmental reporting, data management, inspections, investigations, and compliance documentation for water, wastewater, reclaimed water, stormwater, groundwater, and related utility programs. Responsibilities include assisting with regulatory research, compliance monitoring, public outreach, emergency preparedness, and continuous improvement initiatives while developing and applying technical knowledge of applicable environmental regulations and utility operations.

  • Assist in implementing and administering utility regulatory compliance programs by coordinating permit requirements, monitoring and sampling activities, laboratory coordination, inspections, compliance tracking, regulatory reporting, data management, and compliance documentation to ensure timely and accurate compliance with applicable federal, state, county, and local regulations and permit conditions.
  • Conducts compliance inspections, investigations, permit exceedances, regulatory violations, corrective actions, follow-up activities, and documentation to support the timely resolution of compliance issues and reduce future regulatory risks.
  • Assist with preparing, reviewing, and submitting regulatory reports, permit applications, certifications, technical correspondence, and other compliance documentation required by regulatory agencies.
  • Coordinate and support the Department's safety program by conducting facility and field safety inspections; assisting divisional managers with accident and incident investigations; tracking investigation findings, corrective actions, and safety performance; and developing, coordinating, and delivering safety training, presentations, and educational materials.
  • Implement, administer, and evaluate the City's water conservation and OASIS reuse programs, including customer connection initiatives; monitor program performance and effectiveness; analyze water use trends, system demands, and projected water needs; prepare reports and recommendations; and support strategies that promote water conservation, reclaimed water utilization, regulatory compliance, and sustainable water resource management.
  • Promotes the Department’s public information and community outreach by developing, implementing, and promoting public education, water conservation, and utility awareness programs; prepares and delivers presentations, engaging with residents, businesses, and community organizations, and coordinates public relations initiatives that increase awareness of utility projects, programs, services, and environmental stewardship.
  • Supports compliance and training initiatives, grants, audits, and special assignments for industry best practices for Effective Utility Management (EUM), Lean Six Sigma principles, and other best management practices to improve operational efficiency and regulatory performance.
  • Occasional evening and weekend work for emergency response, inspections, outreach events, training, and special projects.
  • Performs related duties as assigned.

Education

  • Bachelor’s degree from an accredited college or university in Environmental Science, Chemistry, Biology, Environmental Engineering, Public Health, or a closely related scientific field. 
  • Successful completion of FDEP Drinking Water and Wastewater Operator coursework preferred.
  • Successful completion of State-approved Stormwater coursework preferred.

Experience

  • At least one (1) year of experience in environmental compliance, laboratory operations, water or wastewater utilities, environmental permitting, regulatory reporting, or a closely related field; two (2) years of experience preferred.
  • Proficiency with Microsoft Office, databases, spreadsheets, and reporting systems. 
  • Experience with water, wastewater, reclaimed water, or environmental compliance programs preferred.
  • Experience with environmental sampling procedures and laboratory operations preferred.
  • Experience using databases, reporting systems, or compliance management software preferred.
  • A comparable combination of education, training, and experience may be substituted for the minimum qualifications. 

Licenses & Certifications

  • Lean Six Sigma Green Belt certification, or ability to obtain within one (1) year of hire. 
  • Valid Florida Driver’s License. 
  • Ability to obtain FEMA NIMS certification through G-400.  

Key Competencies

  • Knowledge of environmental and utility regulations, including FDEP, EPA, OSHA, and FEMA requirements. 
  • Understanding of water, wastewater, reclaimed water, stormwater, laboratory operations, and regulatory compliance. 
  • Strong analytical, organizational, problem-solving, communication, and recordkeeping skills. 
  • Ability to interpret technical information, manage multiple priorities, maintain accuracy, and work effectively with staff, agencies, contractors, and the public.

Physical Requirements

  • Work is performed in both office and field environments, including construction sites, treatment facilities, and utility locations.
  • Requires sitting, standing, walking, climbing, bending, kneeling, reaching, and navigating uneven terrain.
  • Occasional lifting and carrying of up to 20 pounds.
  • Exposure to varying weather conditions, noise, odors, traffic, chemicals, biological hazards, and construction activities.
  • Occasional driving throughout the City’s service area for inspections and site visits.

Work Days/Hours   :  Monday – Thursday, 7:00 a.m. – 6:00 p.m.
