Job Summary
The All Hazard Intel Analyst Senior supports emergency management operations by leading selected ECC monitoring, situational awareness, notification, documentation, and coordination activities during steady-state operations, emerging events, emergency activations, exercises, and recovery periods. This role applies independent judgment to monitor all-hazards conditions, validate information sources, identify operational impacts, and translate incident information into decision-useful situation reports, common operating picture updates, and leadership briefing inputs.The Senior Analyst works with security, cyber, business, enterprise resilience, and external partners to maintain accurate incident information, support response coordination, document actions and decisions, and identify recovery
or corrective-action needs. The role improves reporting quality, documentation completeness, escalation discipline, and operational readiness without owning enterprise-level strategy or board-level reporting.
Job Description
What You’ll Do:
Essential Job Functions & Tasks:
Leads selected ECC Watch Desk activities, monitoring tasks, situational awareness updates, and threat intelligence products.
Partners with internal stakeholders and external agencies to gather, validate, and synthesize threat information affecting enterprise operations.
Develops threat assessments, intelligence briefings, common operating picture updates, and leadership reporting inputs.
Executes assigned coordination activities during incidents, emergency activations, exercises, and real-world events.
Applies ECC playbooks independently during all-hazards monitoring, escalation, notification, common operating picture updates, situational reporting, incident documentation, and response coordination; reviews assigned playbook content, identifies operational gaps, and implements approved updates or corrective-action tasks.
Monitors open-source intelligence, specialized platforms, and partner reporting for emerging threats and relevant operational impacts.
Maintains documentation, reporting inputs, notification records, and after-action materials to support audit ready program records.
Supports assessment of emergency mass notification, critical event management, and ECC coordination processes for completeness and improvement opportunities.
Supports training curriculum and readiness materials aligned to ECC operations, threat analysis, and coordination standards.
Reviews source reliability, information sensitivity, analytic assumptions, and operational relevance to improve the quality and actionability of threat assessments and situational awareness products.
Additional Requirements:
Experience supporting ECC/EOC operations, watch desk functions, situational awareness reporting, threat assessments, incident coordination, emergency notification tools, external partner information sharing, secure or sensitive information handling, documentation management, and emergency management or resilience training.
What We’re Looking For:
Education requirements are listed below:
Bachelor’s Degree in Emergency Management, Criminal Justice, Homeland Security, Intelligence Studies, Business, Risk Management, Communications, Information Technology, or a related field; or equivalent combination of education, certifications, and relevant experience.
Work Experience requirements listed below:
Minimum 4–6+ years of relevant experience in threat intelligence, emergency management, security operations, enterprise resilience, incident coordination, law enforcement, military intelligence, or a related discipline.
License(s)/Certification(s) are listed below:
Certifications such as AEM, CEM, ABCP, CBCP, CPP, PSP, ITIL, PMP, or equivalent preferred.
