Phlebotomy Technician

Description

RDTS is seeking a Phlebotomy Technician to provide services to the inmate population at the Metropolitan Detention Center (MDC) located in Guaynabo, Puerto Rico.

All duties shall be performed in accordance with standard and methods generally accepted within the field of Phlebotomy and compliance with all Federal and State policy and regulation. The contractor must have knowledge of the current Occupational Safety Hazard Administration (OSHA) guidelines and infection control techniques affecting the practice of Phlebotomy. The contractor must have the ability to work with an inmate population from a variety of cultural, regional, racial, religious, and ethnic backgrounds. Services will be unsupervised, but will be monitored by an assigned contract monitor in accordance with Bureau of Prisons policy.

The Phlebotomy Technician will ensure the follow tasks are completed:

• Evaluates laboratory orders and request to determine the suitability of specimen to collect.
• Performs routine venipuncture specimen collections from inmates.
• Uses various types of phlebotomy equipment (e.g., butterflies, vacutainer system). Processes Microbiology, Hematology, Chemistry, Serology, Blood Bank, and Immunology specimens for testing.
• Collects specimen using the correct tube for testing.
• Performs standard diagnostic tests/procedures such as bleeding time, occult blood, urine dipstick, pregnancy test, fingerstick glucose, instructs inmate on the collection of 24-hour urine samples, stool sample collection, sputum sample collection and etc.
• Explains the purpose and procedure for tests to the inmates.
• Processes a variety of laboratory specimens using processing methods (centrifugation, splitting specimens into aliquots, and separation of components) in accordance with established laboratory policies and procedures.
• Deliver the daily laboratory specimens to the institution's front lobby collection area. Adheres to use of proper personal protective equipment when performing specimen collections with posted contact, droplet, or airborne precautions (includes the use of gown, gloves, face shield, face mask).
• Adheres to safety, infection control, and universal precautions at all times while drawing blood.
• Maintains adequate supplies for all phlebotomy and specimen procurement procedures.
• Prepares, inputs, and transmits specimen information for shipment to reference laboratory for testing.
• Demonstrates effective verbal and written communication skills with staff, inmates and outside entities.
• Understands the basic medical implications of laboratory tests.
• Upon receipt, must immediately inform the Clinical Director or other clinician of any diagnostic study results showing critical values.
• Recognize the terminology used by the practitioners upon requesting specific laboratory studies.
• Knowledgeable of the CLIA regulations referencing the laboratory.
• Identifies and appropriately responds to adverse reactions such as fainting, nausea, vomiting, convulsions, and arrests.
• Accessions, accesses, or retrieves patient lab report with ease.
• Ensures all cancellations and refusals are documented appropriately per lab policy.
• File the laboratory results in the proper area of the medical record. All records are to be maintained current.
• Documents quality controls on laboratory equipment as needed such as, but not limited to daily temperature on refrigerators, HSU glucometers, urine dipsticks and etc.
• Keep the working area clean, organized and disinfected at the end of each session. Read the Laboratory and Infectious Control Manual once a year.
• Perform other related duties as assigned.
• The MDC Phlebotomy Services shall be required to maintain a system of records on inmates in accordance with Federal Acquisition Regulation (FAR) 52.224-1, Privacy Act Notification, and 52.224.2, Privacy Act.
• The contractor will properly store and maintain adequate supplies in the laboratory.
• All records maintained by the contractor under this contract will remain the property of the Metropolitan Detention Center.

Requirements

• Must have graduated from an accredited school or program;
• Be licensed as a Phlebotomist in the U.S. or in the Commonwealth of Puerto Rico;
• Have appropriate insurance coverage certificate;
• Have a current Cardio-Pulmonary Resuscitation (CPR) certification from the American Heart Association or American Red Cross.
