Description

The Department of Social Services is seeking a highly motivated and dependable professional to serve as a Hearing Officer within the Economic Services Division.
This position is ideal for an experienced Eligibility Specialist professional who communicates effectively, analyzes policy accurately, and provides exceptional customer service in a fast-paced environment.

The Hearing Officer will coordinate and conduct hearings across Economic Services program areas while ensuring cases are reviewed objectively, thoroughly, and within required deadlines. The selected candidate will also provide policy guidance to employees and customers and serve as a liaison between the Department of Social Services and the North Carolina Department of Health and Human Services (NCDHHS).
Graduation from high school or GED. A higher education level may be considered as a substitution for all or part of the experience requirement.

Valid driver's license is required

Required experience:
  • At least three years of experience as an Eligibility Specialist
  • Working knowledge of public-assistance programs
  • Previous hearing and appeals experience
  • Concentrated experience in at least two of the following program areas:
    o Child Care Subsidy
    o Adult Medicaid
    o Family and Children's Medicaid
    o Energy Assistance
    o Medicaid Transportation
    o Food and Nutrition Services
    o Program Integrity
    o Work First
  • Strong knowledge of NC FAST and demonstrated ability to analyze and apply policy.
The ideal candidate will possess:
  • Advanced written and verbal communication skills
  • Exceptional customer service and interpersonal skills
  • Strong organizational, time-management, and conflict-resolution skills
  • The ability to remain neutral, professional, and composed during difficult situations
  • Proficiency with NC FAST, Microsoft Office, universal computer applications, and standard office equipment
  • The ability to interpret, analyze, and explain public-assistance policies
  • The ability to manage multiple priorities and complete assignments within established deadlines
Key responsibilities include:
  • Coordinating and conducting hearings for Economic Services programs
  • Reviewing case records, notices, supporting documentation, and applicable policies
  • Analyzing complex policy and presenting information clearly and objectively
  • Monitoring hearing-related deadlines and maintaining accurate records
  • Providing policy guidance and technical assistance to employees and customers
  • Communicating professionally with customers, staff, leadership, and state representatives
  • Using conflict-resolution skills to manage sensitive or challenging situations
  • Serving as a liaison between the agency and NCDHHS
  • Working collaboratively in a team-oriented, deadline-driven environment
