Senior Construction Head – Large Scale Semiconductor Project

Position Overview

Serve as second-in-command to the Project Director on a mega-scale construction project with 8,000+ labor force. Manage relationships and performance of multiple Tier-1 General Contractors including L&T, Tata Projects Limited, Linde, and others. Lead high-level coordination with Client stakeholders and international expatriate teams while overseeing all construction operations and delivery excellence.

Key Responsibilities

Strategic Construction Leadership Direct all construction activities across multiple work packages and General Contractors, ensuring integrated project delivery aligned with master schedule, budget, and quality standards. Serve as Project Director's primary deputy with full authority to make operational decisions and represent JLL in leadership forums. Coordinate cross-contractor interfaces, resolve conflicts, and drive collaborative problem-solving across the project ecosystem.

General Contractor Management Manage performance, compliance, and deliverables of major General Contractors including L&T, Tata Projects Limited (TPL), Linde, and specialty contractors. Conduct regular progress reviews, evaluate work quality, and enforce contractual obligations. Address contractor performance issues, facilitate resource optimization, and ensure alignment with project objectives. Monitor contractor safety, quality systems, and labor management practices across 8,000+ workforce.

Client & Stakeholder Relations Lead Client coordination meetings, presenting construction status, addressing concerns, and securing timely decisions on critical path items. Interface effectively with international expatriate teams, understanding cross-cultural communication dynamics and building strong working relationships. Prepare and deliver executive-level presentations on project health, risks, and mitigation strategies. Serve as escalation point for sensitive Client matters requiring senior leadership intervention.

Operational Excellence Establish and monitor KPIs for schedule adherence, productivity, quality compliance, and safety performance across all contractors. Implement systems for tracking manpower deployment, equipment utilization, and material logistics for large-scale operations. Drive continuous improvement initiatives to enhance efficiency and eliminate waste. Ensure proper resource allocation and leveling across multiple construction fronts.

Planning & Coordination Chair weekly construction coordination meetings with all GC representatives to resolve schedule conflicts, material bottlenecks, and site logistics challenges. Review and approve contractor schedules, ensuring integration with master program and identification of critical dependencies. Coordinate commissioning and pre-commissioning activities, managing transitions between construction and startup phases. Oversee site logistics planning for optimal material flow, equipment movement, and workforce access.

Risk & Issue Management Identify, assess, and mitigate construction risks including schedule delays, cost overruns, quality defects, and safety incidents. Lead root cause analysis for major issues and implement corrective action plans. Manage change order processes, evaluating contractor claims and negotiating fair resolutions. Maintain risk register and communicate exposure to Project Director and Client leadership.

Quality & Compliance Oversight Ensure all construction work meets specifications, drawings, and applicable codes/standards. Review and approve contractor quality plans, inspection and test plans (ITPs), and quality documentation. Conduct periodic construction audits and punch list reviews. Verify contractor compliance with environmental, safety, and regulatory requirements.

Team Leadership Lead JLL construction management team including construction managers, engineers, coordinators, and administrative staff. Mentor team members, conduct performance evaluations, and develop succession planning. Foster collaborative culture focused on client service excellence and project delivery. Represent JLL professionally in all interactions, upholding company reputation and values.

Required Qualifications

Experience

  • 20+ years progressive construction management experience in large-scale industrial, infrastructure, or complex building projects
  • Minimum 10 years managing mega-projects with workforce exceeding 5,000 personnel
  • Proven track record managing multiple Tier-1 contractors (L&T, Tata Projects, Punj Lloyd, Shapoorji Pallonji, or equivalent)
  • Extensive experience in client-facing senior leadership roles
  • Demonstrated success working with international teams and expatriate professionals
  • Experience across project phases from mobilization through commissioning and handover

Education & Certifications

  • Bachelor's degree in Civil Engineering, Mechanical Engineering, or Construction Management required
  • Master's degree in Engineering, Construction Management, or MBA preferred
  • PMP (Project Management Professional) certification highly desirable
  • Relevant professional engineering license or chartership valued

Technical Competencies

  • Expert knowledge of construction methods, materials, equipment, and best practices across multiple disciplines (civil, structural, mechanical, electrical, piping)
  • Proficiency with project management tools (Primavera P6, MS Project) and construction software platforms
  • Strong understanding of contract administration, claims management, and commercial aspects
  • Familiarity with international construction standards, codes, and specifications
  • Knowledge of permit processes, regulatory compliance, and government liaison requirements

Leadership & Management Skills

  • Exceptional stakeholder management abilities with proven capacity to influence and negotiate with senior Client executives, contractor leadership, and internal teams
  • Strong executive presence and communication skills for board-level presentations and high-stakes meetings
  • Cross-cultural competency and experience managing relationships with international stakeholders and expatriate communities
  • Strategic thinking with ability to balance competing priorities and make sound decisions under pressure
  • Conflict resolution expertise for managing disputes between contractors, Client, and project team
  • Crisis management skills with composure during challenging situations

Language & Communication

  • Fluent English required (written and verbal) for effective communication with expatriate teams and international stakeholders
  • Excellent presentation and reporting skills for executive audiences
  • Additional language skills (Hindi, regional languages) advantageous for managing diverse contractor workforce

Working Conditions

Full-time position based at project site with significant time in field managing operations and conducting inspections. Regular travel between multiple construction areas across large site. Extended working hours required during critical construction phases, commissioning periods, and project milestones. Availability for evening/weekend meetings to accommodate international time zones and urgent Client requirements.

Reporting Structure

Reports directly to Project Director. Serves as Acting Project Director in their absence, assuming full project authority and responsibility during transition periods.
