The Engineer I/II performs professional and technical engineering work and project management in assigned areas of responsibility including planning, design, construction, and maintenance of capital and administrative projects and provides assistance to higher-level engineering staff.
Essential Duties: (These duties are a representative sample; position assignments may vary.)
  •  Develops and reviews engineering plans, construction plans, specifications, contracts, documents, and technical and engineering reports; reviews changes to construction to determine feasibility of proposed alternative design; recommends approval or denial of plans/revisions and/or recommends alternations prior to continuation of construction.
  • Responds to requests for information and concerns from citizens, contractors, developers, engineers, permit companies, City departments, and/or other interested parties related to engineering, traffic, and/or City codes and standards at the service counter and/or over the phone; investigates complaints concerning construction projects, traffic, or other related engineering issues.
  • Reviews plats, legal descriptions, final subdivision and parcel maps to ensure compliance with applicable City codes, policies, legal requirements, the State Subdivision Map Act, and other governing principles pertaining to land surveying and the division of land.
  • Prepares and/or reviews a variety of engineering reports to verify design calculations and provide recommendations; prepares correspondence related to projects; reviews construction material submittals, Certificates of Compliance, and/or other related information to ensure conformance with applicable state and local specifications and codes.
  • Prepares staff reports and resolutions for the Planning Commission, City Council, and other City departments.
  • Represents the Department, City, and/or District by attending meetings, public events, and speaking engagements; attends staff meetings, committee meetings, and/or other related meetings; serves as a liaison with external agencies.
  • Prepares, processes, and/or checks a variety of documents, such as covenants, road and utility easements, and maintenance agreements prior to being recorded with the County Recorder’s office.
  • Performs field investigations in response to citizen complaints related to construction, drainage, traffic, and/or future developments.
  • Prepares engineering conditions on proposed development projects; preparing or directing plats and legal descriptions for land acquisitions and/or obtaining rights-of-way, easements, or mitigation land.
  • Reviews and recommends approval of construction changes and change orders.
  • Performs other duties of a similar nature or level.

In addition to the responsibilities for a Level I position, positions assigned to level II may be responsible for:
  • Preparing, reviewing, and participating in the selection process for Requests for Proposals and Requests for Qualifications;
  • Preparing or directing technical engineering reports related to hydrology, hydraulics, traffic, structural analyses, and/or other related information;
  • Analyzing development projects in relation to new and/or existing water and sewer infrastructures;
  • Administering the District’s recycled water program;
  • Performing various duties for capital improvement projects, including monitoring budgets; estimating material quantities and costs; conducting preliminary design studies; and, checking plans, specifications and cost estimates;
  • Inspecting construction projects and providing recommendations to resolve problems;
  • Checking subdivision and construction plans for conformance with the City and District standards; conducting site visits and field investigations; checking for adequacy of design, roadway, hydraulics, grading, cost estimates, soil reports and other factors.

Knowledge of: Customer service principles; Applicable Federal, State, and Local laws, ordinances, codes, rules, and regulations; Principles and practices of construction management; Project management principles and practices; Report writing techniques; Civil engineering and surveying principles; Advanced mathematical concepts.

Skill in:
Prioritizing work; Using computers and related software applications; Providing customer service; Managing multiple priorities simultaneously; Performing mathematical calculations; Preparing and/or reviewing a variety of technical reports, documents, and other related correspondence; Preparing and interpreting maps, drawings, legal descriptions, and plats; Reading and reviewing engineering drawings and technical reports; Applying Federal, Regional, State, and Local regulations; Issuing professional opinions; Developing Requests for Proposals and Requests for Qualifications; Performing engineering calculations; Reading and writing legal descriptions; Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

Training and Experience (position requirements at entry):
Bachelor’s Degree in Engineering, or Engineer in Training Certification, plus two years of post-graduate engineering experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licensing Requirements (position requirements at entry):
Engineer-In-Training Certification.

Positions at the Level II typically require:

Professional Engineer’s License.
