Description

Under immediate supervision of the Director of Jobs or Unit Supervisor, this is professional job training work in preparing welfare recipients in developing the necessary skills and/or experiences to enter the job market. Work is reviewed for compliance with established rules, regulations, and guidelines.Prepares intake evaluation forms for temporary welfare recipients, to determine eligibility; identifies and determine employment barriers and discusses and completes an individual responsibility plan (IPO). 
Provides vocational counseling, to motivate participants from a level of dependency to self-sufficiency; examines clients employment barriers, long term and short time goals, and support system. 
Offers pre-employment assistance, which includes completing resumes, applications, and follow-up letters to potential employers on behalf of participants for consideration of employment. 
Provides career development guidance by helping participants to identify job interests, goals, and skills, and what measures must be taken before employment can be achieved, such as returning to school. 
Communicates with potential employers (public, private, and federal) relative to job vacancies; faxes pertinent documents for consideration when necessary, such as cover letters, resumes, training certificates, licenses, and follow-up letters; recruits qualified candidates for vacant positions (public, private and federal); responds to employers requests for work experience and in some cases makes requests for employers to allow participants to gain some job experience by volunteering of services. 
Retrieves and reviews monthly evaluation and attendance sheets from training supervisors and service providers to enter participants rate (hours per week) in CARIBS system, so that files can be updated. 
Determines if participants need to be sanctioned as a result of the information contained in the evaluation and attendance sheets. 
Attends staff meetings and departmental workshops to be up to date on changes in local and federal guidelines.  
Answers public inquiries about programs and applications procedures; assists in orientation of new employees within the unit; plans and coordinates training workshops for applicants. Performs other related duties as required.A BA degree in Business Administration or Social Sciences, or closely related field, plus one (1) year work experience in teaching, training, or closely related field. OR AA degree in Business Administration or Social Sciences, or closely related field, plus three (3) years of work experience in teaching, training, or closely related field.FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION 
Knowledge of federal regulations, program development, and reporting criteria. 
Knowledge of federal and local laws, policies, and procedures relative to the delivery of services. 
Knowledge of human development theory and psycho-social treatment processes. 
Knowledge of normal and abnormal behavior and cultural and psychological implications of family disunity, unemployment, illness, delinquency, and functional illiteracy. 
Knowledge of basic mathematics. 
Knowledge of departmental, governmental and community resources. 
Skill in the use of computer applications. 
Skill in customer service. 
Ability to express oneself, clearly and concisely, orally and in writing. 
Ability to deal effectively with all people contacted during the course of work. 
Ability to become actively involved in job programs.
 
FACTOR 2- SUPERVISORY CONTROLS 
Supervisor gives general work assignments and checks work upon completion, for conformity with established guidelines.
 
FACTOR 3- GUIDELINES
Guidelines include federal and local policies and regulations, departmental policy and procedural manuals, and TANF Guidance Materials.
 
FACTOR 4- COMPLEXITY 
Work involves planning and performing a wide range of duties requiring considerable knowledge of policies, methods, and procedures of the program.
 
FACTOR 5- SCOPE AND EFFECT
The purpose of work is to plan and perform employment programs functions to meet mandatory participation rate. 

FACTOR 6- PERSONAL CONTACTS 
Contacts are employees, TANF participants, potential employers, business consultants and public.
 
FACTOR 7- PURPOSE OF CONTACTS 
Contacts are made to prepare employment placement or on-the-job training and starting own business for recipients in developing the necessary skills and/or experiences to enter the job market.
 
FACTOR 8- PHYSICAL DEMANDS 
Work is primarily sedentary and includes bending, traveling to job sites, and visiting other sections within the department.
 
FACTOR 9- WORK ENVIRONMENT 
Work is performed in an office setting. Some fieldwork is required.
