Job Purpose
· To manage the client function to ensure maximum value for money is being achieved through the operational delivery of the service.
· To manage and direct a team of staff who will audit and validate the work delivered by the partnering contractor and to challenge where necessary. To take all appropriate action to deliver continuous improvement in the service and the delivery of modernisation and improvement programmes for the Council’s housing portfolio.
· The post has interface with the operational delivery for tenants and is pivotal in ensuring a high class, customer focused, effective repair, maintenance, and improvement service. Key areas of responsibility are major investment management and delivery including climate change projects.
· The post holder is also responsible for managing Unitas’ statutory compliance functions including: gas servicing, fire safety and asbestos.
Key Duties/Responsibilities
· To ensure procurement methods used in the execution of the Housing Revenue Account (HRA) business plan, deliver optimum value for money within time and budget.
· To effectively lead, manage, motivate and direct a team of staff who deliver programmes for; statutory compliance, improvement, modernisation, and carbon reduction. In addition, the post holder is also responsible for contract performance.
· The post holder is responsible for delivery of major programmes of work to ensure the Council’s Housing Stock remains ‘fit for purpose’. The post holder will be considerate of budgetary constraints and will lead in option appraisals for investment in the stock prior to committing significant financial resource.
· To bring to the attention of the Strategic Manager, as appropriate, any anomalies, inaccuracies, process inefficiencies, deviation from scope or service improvements which are identified.
· To assist in the development an Asset Management Strategy and regularly review the strategy to ensure optimum use of available resource within the HRA.
· To certify accuracy and sign off the weekly invoice values for areas under the responsibility of the post holder.
· To assist in the development budget profiles and to effectively monitor the financial budgets of all areas of responsibility, keeping the Strategic Manager informed of any major deviation from budget profile.
· To produce, analyse and evaluate ‘measures’ for the business to identify areas of inefficient operation. To investigate the reasons for inefficiencies where necessary and to take appropriate action following liaison with the Strategic Manager.
· To be responsible for the annual servicing arrangement for the Council’s Housing Stock, including gas appliances, smoke detectors, solid fuel fires, fire systems and any other relevant regulations, ensuring all properties meet the statutory requirement.
· To identify additional funding streams and assist in the development of producing a bid for such additional funds.
· To effectively utilise Unitas’ suite of project management documents to enable accurate capture of project based information, and ensure that relevant partner agency data is collated, disseminated and shared in agreed formats to the benefit of specific projects
· To assist and support tenants in project implementation areas, helping to ensure all tenants are offered the opportunity to develop their understanding of various project initiatives.
· To assist in the development, operation and maintenance of monitoring systems in relation to specific capital investment projects, asset investment proposals and to be responsible for producing accurate reports detailing project expenditure, income, outputs, milestones and risk analysis.
· To attend and chair, as appropriate, strategic and operational meetings as part of the governance arrangements with other stakeholders of the business, including tenants. Some of these meetings will be outside normal working hours.
· To actively participate in team meetings and promote the team in developing a professional, business-focused approach.
· To deputise for the Strategic Manager as may be required from time to time.
· To effectively contribute to the development of strategies and policies for the maintenance and investment service.
· To keep abreast of changes to ‘best practice’, legislation and Unitas’ procedures, keeping the team informed through meetings or briefing notes as appropriate.
· To ensure projects and services delivered conform to Unitas’ policies, regulations and Standing Orders in terms of budget management and procurement of services.
· To understand and keep up-to-date with all new legislation, developments and innovations in the fields of Housing.
· To actively promote and implement a culture of equality and diversity throughout the service.
· To undertake any other duties appropriate to the post.
Finance and Staffing Dimensions
Budget: circa 20million/annum in support of the Strategic Manager.
