About the Opportunity
The City of Boone is searching for its next Finance Director to lead Boone's financial operations, including budgeting, forecasting, financial reporting, treasury management, and oversee payroll. Reporting to the City Administrator, this position protects the integrity of public funds through strong internal controls and serves as a trusted financial advisor to the Administrator and City Council. With approximately $47 million in infrastructure projects ahead, the Finance Director will play a key role in planning and forecasting for the City's future.
The City is looking for a hands-on, strategic leader who can develop a small but impactful team and use technology to improve financial systems and processes.
KEY RESPONSIBILITIES TO ACHIEVE SUCCESS
The Key Accountabilities for the position include but are not limited to the following:
Strategic Financial Planning & Budgeting
Prepare, present, and administer the annual operating and capital budgets with the City Administrator, including state-required reports. Develop long-range forecasts and financial models, and set revenue, debt, and investment strategy to support the City's growth. Work with department heads to build their budgets and hold spending to plan. Serve as a core member of the leadership team.
Financial Operations & Audit and Compliance Management
Oversee general accounting, AP/AR, treasury, and utility fund finances, with strong internal controls and compliance with GAAP, GASB, and state and federal requirements. Coordinate the annual audit, manage post-issuance bond compliance, grant requirements, development agreements, and TIF, and oversee risk management and insurance.
Financial Reporting
Prepare monthly and periodic financial reports and present them to the City Administrator and City Council, serving as a trusted advisor and who communicates and interprets the numbers for Council members and staff.
HR, Payroll, and Benefits Administration
Manage payroll in compliance with state and federal regulations, including COBRA, FMLA, FLSA, HIPAA, and ACA. Administer employee benefits and compensation systems, and develop HR policy in coordination with the City Administrator.
Team Leadership and Department Engagement
Provide finance team leadership and oversight, including supervision and performance management, maintaining high levels of team engagement. Additionally, serve as a key liaison with other department leaders to ensure budget and planning efficiencies and adherence.
REQUIREMENTS OF THE POSITION
Education & Experience:

Bachelor's Degree in accounting or finance required

5+ years of related experience in municipal government, or equivalent combination of education and training
