Exempt; full-time; 40 hours per week; Monday – Friday; 7:30 a.m. - 4:00 p.m.; full-benefits

This position performs advanced-level professional engineering work specializing in Small Pond environmental engineering. The work involves highly complex pond engineering work; managing all aspects of a project from design approval meeting technical standards, and conducting pre-construction meetings, to review of as-built and supporting materials. Ensures regulatory and environmental compliance of plans and projects; coordinating with consultants, contractors, partner agencies, internal staff, and the public. The position signs off on project plans, inspects various hydraulic, dam, stormwater, and hydraulic models to ensure compliance, and oversees the feasibility of the design and construction of Small Pond related projects. This position periodically assists with the review of sediment and erosion control plans as time permits and may provide technical direction/training to staff. This position may also be called upon to develop designs for Best Management Practices and/or develop stormwater management plans for agricultural structures.

  • Manage small pond projects in various stages of design, and construction
  • Perform in-house engineering design
  • Prepare plans and specifications for agricultural stormwater management 
  • Analyze and approve engineering and improvement plans for compliance with applicable standards, regulations, and policies
  • Coordinate with internal staff, consultants, project managers, and partner agencies involved in planning, design, and construction activities
  • Develop spreadsheets and tools to evaluate engineering calculations and support project analysis
  • Attend and participate in meetings and present supporting information to officials, community groups, and stakeholders
  • Research historical records and related information to support infrastructure mapping and project planning
  • Monitor, develop, and evaluate engineering calculations and support project analysis
  • Prepare and present technical information to officials, community members, and consulting professionals
  • Develop and maintain small pond data layers and databases related to infrastructure and program needs
  • Guide policy and procedure development related to submission and review of small pond designs/plans
  • Perform other related duties as required

  • Bachelor's degree in civil or environmental engineering, or a related engineering field
  • Minimum of 4 years of work experience in engineering, construction management, or a related technical field
  • Current possession of a Professional Engineer (PE) license
  • Possession of a valid driver's license 

KNOWLEDGE/SKILLS/ABILITIES:
A successful incumbent operating in this role displays the following:
  • Advanced knowledge of principles in small pond engineering
  • Professional experience in the field of stormwater management, of hydraulic and hydrologic modeling, dam breach modeling, hazard classification and hazard creep
  • Knowledge of geotechnical engineering and earth dam construction, and familiarity with the Natural Resource Conservation Service methods of determining storm rainfall runoff
  • Advanced knowledge of hydraulics, hydrology and/or soil mechanics
  • Advanced knowledge of engineering project scope and technical standards
  • Knowledge of federal, state, and local environmental regulations
  • Advanced knowledge of engineering plan review
  • Advanced knowledge of engineering standards and regulations
  • Advanced knowledge of the design and construction of Small Ponds in accordance with the Natural Resource Conservation Service MD-378 Standards
  • Skilled in communication both oral and written
  • Skilled in engineering design
  • Ability to evaluate discrepancies and resolve issues
  • Ability to develop and implement technical standards
PREFERENCE MAY BE GIVEN FOR:
  • Work experience providing on site field inspections and reports for pond construction to meet required standards to include concrete, soils and pipe installation
  • Work experience preparing or reviewing geotechnical reports, flood studies, stormwater management design reports, structural analyses, and dam breach analysis (specifically HEC-RAS 2D) for dams and levees
  • Advanced degree in civil or environmental engineering, or a related engineering field

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
  • While working in this position, the employee is required to constantly sit; frequently walk; and rarely drive
  • While working in this position, the employee is required to constantly work indoors, occasionally work outdoors, walk on uneven ground, and protective equipment required
  • Failure to meet or maintain the minimum qualifications or additional requirements may result in disciplinary action up to and including termination
  • Available for varied working hours as needed and on-call emergency situations
