JOB SUMMARY

Carries out day-to-day regulatory affairs and product safety work for the NORAM region with full ownership of assigned tasks. The successful candidate independently owns United States and Canadian regulatory matters, exercises judgment on standard cases, and escalates to the Director of Legal or Centre of Excellence in Spain when appropriate.

RAPS handles all inquiries involving United States, Canadian, and Mexican legislation, regardless of customer location.

JOB RESPONSIBILITIES

3.1 Chemical Registration and Notification

  • Verify TSCA and Canadian DSL/NDSL status and identify substances requiring new substance treatment.
  • Support TSCA submissions, including PMNs, SNUNs, LVEs, and polymer exemptions, through EPA CDX.
  • Maintain individual TSCA dossiers and ensure registrations remain current and traceable.
  • Support Canadian new substance notifications under CEPA and monitor regulatory impacts.
  • Collect composition and identity data from sites and suppliers, including confidential components.
  • Track registered volumes and update records for changes in use, volume, or classification.

3.2 Safety data sheets, classification and labelling

  • Classify products under U.S. OSHA Hazard Communications Standard (HCS) and Canadian WHMIS requirements for products shipped, handled, or imported into the U.S. and Canada.
  • Author and maintain compliant U.S. and Canadian SDSs in English.
  • Implement revised HCS requirements, including reclassification and document updates.
  • Determine and approve regulatory label content, coordinating artwork with Commercial.
  • Update SDSs and labels following classification, regulatory, or legal-entity changes.

3.3 Dangerous goods classification

  • Classify dangerous goods by transport mode and maintain data in SAP EHS.
  • Apply U.S. DOT, IATA, IMDG, and Canadian TDG requirements, as applicable.
  • Provide classification data to Logistics for shipment documentation.
  • Support dangerous goods incident investigations, with regional EHS leading the response.

3.4 Product stewardship and customer support

  • Manage U.S. and Canadian customer regulatory enquiries, including assessments, declarations, and compliance statements.
  • Support FDA food-contact compliance and maintain PFAS, SVHC, and supplier food-contact data.
  • Address state requirements, including California Proposition 65, and support regulatory agency correspondence.
  • Support R&D with regulatory research, database searches, and non-product SDSs for samples.
  • Manage regulatory change notifications, including labels, SDS revisions, and import restrictions.

3.5 Systems and data

  • Maintain NORAM regulatory data in SAP EHS and support validation and release workflows.
  • Act as NORAM SAP EHS key user, including training and user acceptance testing.
  • Run regulatory reports, including individual-level TSCA tracking.
  • Maintain records and evidence supporting regulatory decisions.

3.6 Interfaces and reporting

  • Support Trade Compliance with ITAR and export control matters by providing product safety and regulatory data.
  • Provide regulatory input to supplier qualification, with Procurement owning supplier relationships.
  • Contribute to product liability KPI reporting for NORAM leadership.
  • Collaborate with the Centre of Excellence on global classification, shared registers, and cross-regional enquiries while retaining U.S., Canadian, and Mexico responsibility.

4. Scope Boundaries

Outside this role:

  • Physical dangerous goods transport documentation, owned by Logistics.
  • ITAR and export control classification, owned by Trade Compliance with RAPS support.
  • Quality assurance and quality control, which report on a separate line.
  • Emergency response service provision, owned by EHS.
  • EU REACH and other European regimes, owned by the Centre of Excellence in Spain.

5. Basic Qualifications

  • Bachelor’s degree or higher in chemistry, chemical engineering, environmental science, toxicology, or related field.
  • IATA, IMDG, and DOT 49 CFR dangerous goods training—required upon appointment or within six months.
  • 5+ years of regulatory affairs or product safety experience in specialty or industrial chemicals.
  • Hands-on SAP EHS experience, including SDS, master data, and dangerous goods modules.
  • Experience with HCS classifications and SDS preparation.
  • Demonstrated TSCA experience, including compound-level dossier maintenance.
  • Working knowledge of Canadian requirements (DSL/NDSL, CEPA, WHMIS); required within the first year.
  • Experience supporting R&D regulatory needs, including CAS searches and non-product SDSs.

5.3 Competencies

  • Exercises sound judgment on U.S., Canadian, and Mexican regulatory matters and knows when to escalate.
  • Works credibly with the Centre of Excellence while representing the regional position.
  • Communicates effectively with regulatory authorities and customers.
  • Maintains accurate records that support future regulatory decisions.
  • Manages competing deadlines across registration, documentation, and customer enquiries.

5.5 Eligibility

Part of the RAPS scope concerns products subject to ITAR. Access to relevant technical data is restricted to United States persons as defined under those regulations. The successful candidate must be eligible to work with ITAR-controlled information or the role will be scoped to exclude that element.
