Job Summary and Responsibilities

The JPA Lead Associate supports the day-to-day administration, review, tracking, and quality control of Joint Pole Association (JPA) and Joint Pole Committee (JPC) transactions for the Wireless SoCal department. This position provides daily direction and quality review for JPC Field Inspectors; manages JPA forms, intents, responses, denials, transfer/remediation tracking, cost documentation, customer reporting, and utility notifications; and provides direct operational support to the JPC Department Manager and department staff. 

 

ESSENTIAL DUTIES & RESPONSIBILITIES include the following. Other duties may be assigned:

  • Manage daily and weekly work assignments for JPC Field Inspectors; review completed and uploaded field work for accuracy, completeness, and quality; identify deficiencies and request corrections or resolution from inspectors as needed.
  • Receive, record, track, and upload all JPA forms in accordance with Circet guidelines and required recipient locations on a daily basis.
  • Review JPA transactions and, in coordination with the JPC Department Manager when required, correct, deny, assess, and approve transactions in accordance with applicable procedures and customer requirements.
  • Prepare and send JPA responses to JPC members and accurately record all responses in accordance with Circet policies and procedures.
  • Prepare and write new JPA Intents/Forms; review foreign JPA Intents/Forms for completeness and accuracy; and record and upload documentation in accordance with established policies.
  • Track all transfer, remediation, and other required follow-up work associated with JPC transactions and processes through resolution.
  • Prepare production, output, and JPC asset reports required to support customer deliverables and Circet JPC management responsibilities.
  • Prepare and send required notifications to utilities regarding Rule 18 in accordance with Circet guidelines and customer requirements.
  • Track denied cost items, special cost items lacking required documentation, and related Section 1.2 denials.
  • Track responses to Section 1.2 requests for additional quotes and agreements requiring special approval on a per-pole basis.
  • Provide direct operational and administrative support to the JPC Department Manager and JPC department staff, including additional JPA/JPC duties as assigned.

Qualifications

  • Bachelor’s degree in Business Administration, Telecommunications, Engineering, Construction Management, or a related field; or a minimum of three (3) years of relevant industry experience in lieu of a degree.
  • Relevant experience should include wireless telecommunications, Joint Pole Association (JPA)/Joint Pole Committee (JPC) operations, utility coordination, pole attachment programs, field inspection support, or a closely related field.
  • Working knowledge of JPA/JPC forms, intents, transactions, denials, transfers, remediation requirements, and related pole-attachment documentation is preferred.
  • Experience reviewing field inspection documentation for completeness, accuracy, and quality and coordinating corrections or follow-up with field personnel.
  • Ability to accurately track high volumes of JPA/JPC transactions, forms, responses, cost items, quotes, approvals, and supporting documentation.
  • Experience preparing customer deliverables, production reports, asset reports, trackers, and other program documentation.
  • Strong written and verbal communication skills with the ability to coordinate effectively with field inspectors, utilities, JPC members, customers, and internal management.
  • Demonstrated ability to prioritize multiple assignments, meet deadlines, identify issues, and independently drive required follow-up through resolution.
  • Proficiency with Microsoft Office applications and the ability to learn and maintain customer and internal tracking/document-management systems.
