The Full Stack Java Developer Tech Lead- Vice President is a senior level position responsible for establishing and implementing new or revised application systems and programs in coordination with the Technology team. The overall objective of this role is to lead applications systems analysis and programming activities.

Responsibilities:

• Serve as the technical authority and hands-on lead developer for complex modules, core frameworks, and distributed microservices.
• Ensure all technical solutions and system architectures align with enterprise architecture blueprints, cloud-readiness standards, and security controls.
• Utilize advanced knowledge of system flows to establish standards for coding, testing, debugging, code refactoring, and CI/CD automation.
• Conduct thorough peer code reviews, enforce strict code quality gates (SonarQube, unit/integration testing), and proactively eliminate technical debt.
• Drive performance engineering, query optimization, caching strategies, and memory management across distributed database and application tiers.
• Lead an agile scrum team consisting of frontend/backend developers and QA/automation testers across globally distributed locations.
• Take end-to-end ownership of sprint planning, backlog grooming, story estimation, capacity planning, and sprint execution.
• Partner closely with Product Owners, Business Analysts, and Program Managers to translate business requirements into technical roadmaps and actionable user stories.
• Manage delivery risks, resolve technical impediments, track sprint metrics/velocity, and ensure on-time release milestones.
• Architect scalable, resilient, and high-throughput reporting, scheduling, authoring, and delivery pipelines within the Unified Reporting framework.
• Lead integration with enterprise database platforms, including Oracle 19c (OraaS) and MongoDB 7.x/8.x (MaaS), ensuring high availability, replication, and data integrity.
• Design and implement modern RESTful microservices, event-driven messaging (Kafka / IBM MQ), and batch processing frameworks (Spring Batch / Integration).
• Modernize user interfaces using Angular, React.js, TypeScript, and micro-frontend design patterns to deliver self-service analytics and interactive dashboards.
• Ensure robust monitoring, logging, and tracing using enterprise observability tools.
• Provide expert Level 3 (L3) production support and lead root-cause analysis (RCA) for high-impact production and environment incidents.
• Collaborate with Production Support (Tier 2/3), Database Administrators (OraaS / MaaS), and Infrastructure teams to safeguard system reliability and adhere to Recovery Time/Point Objectives (RTO/RPO).
• Serve as advisor, coach, and mentor to mid-level and junior developers and QA engineers, fostering continuous learning and engineering excellence.
• Appropriately assess risk when technical and business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients, and assets.
• Drive strict compliance with applicable laws, rules, secure SDLC regulations, vulnerability remediation (Snyk / Checkmarx), access controls, and audit readiness.

Recommended Qualifications:

• 6-10 years of professional experience in software engineering and application development.
• Deep hands-on expertise in Core Java (multithreading, concurrency, memory optimization, JVM tuning) and the Spring ecosystem (Spring Boot, Spring Batch, Spring Integration).
• Solid working knowledge of modern web technologies including Angular, JavaScript (ES6+), TypeScript, React.js, and modern UI architectures.
• Strong proficiency in SQL/PL-SQL for relational databases (Oracle 19c) and NoSQL document databases (MongoDB).
• Solid hands-on experience with automated CI/CD pipelines, containerization (Docker, OpenShift/Kubernetes), and Git workflows.
• Proven track record in Test-Driven Development (TDD), Behavior-Driven Development (BDD), automated testing frameworks, and code quality standards.

Domain & Competencies (Desirable)

• Experience within Financial Services, Banking, Capital Markets, or Securities Services (Custody, Fund Services, Clearing, Reporting & Analytics).
• Familiarity with financial communication and messaging standards (SWIFT ISO 15022 / 20022, FIX).
• Strong analytical and interpretive thinking with the ability to navigate complex business domains.
• Exceptional verbal and written communication skills with the ability to influence technical and non-technical stakeholders.
• High resilience and accountability with the capability to manage multiple priorities in a fast-paced environment.

Education:

• Bachelor’s degree/University degree in Computer Science, Software Engineering or equivalent experience
• Master’s degree preferred
