[What the role is]

As Singapore's lead regulatory and planning agency for the funeral services industry, NEA plays a critical role in ensuring that the regulatory framework governing the sector keeps pace with demographic shifts, evolving industry practices, and public health imperatives. The Memorial Facilities Planning Division is at the heart of this work, overseeing the licensing, regulation, and development of the funeral services industry.

In this role, you will lead the review of the licensing framework, as well as the development of industry landscape surveys to identify capacity gaps in the private funeral services sector. You will work at the intersection of policy, regulation, and industry engagement, translating strategic intent into a licensing regime that is robust, practical, and responsive to the realities of the industry. This work carries real consequence: a well-regulated funeral services industry ensures that Singaporeans are served with dignity and professionalism at one of the most sensitive moments in their lives.

This is an individual contributor role that demands close collaboration with a diverse range of internal and external stakeholders, including government agencies and, industry associations and stakeholders. You will be expected to exercise independent judgement, engage credibly with industry stakeholders, and bring both analytical rigour and policy acumen to your work.

[What you will be working on]

You will be responsible for the following:

  • Review existing licensing framework, assess regulatory gaps, and develop policy proposals to expand and strengthen regulatory oversight of the industry.
  • Develop and administer industry landscape surveys in collaboration with relevant stakeholders, analyse findings and translate insights into actionable recommendations.
  • Review and develop enforcement frameworks for the enhanced licensing regime.
  • Engage sensitively and professionally with industry stakeholders to ensure that regulatory proposals are practical and operationally viable.
  • Develop data-driven insights to support evidence-based policy and regulatory decision-making.
  • Review and develop relevant policies and regulations to ensure they remain relevant in a changing landscape.
  • Adapt to evolving priorities and contribute to cross-divisional efforts as required.

[What we are looking for]

Requirements:

  • Experience in policy, regulatory, or planning-related roles.
  • Proficient in statistical analysis and data visualisation, with experience using tools such as Excel, R, Python, or equivalent to derive insights from large datasets.
  • Experience in stakeholder engagement, particularly with industry associations or trade bodies.
  • Familiar with government procurement practices and processes.
  • Strong analytical and problem-solving skills, with the ability to assess complex regulatory landscapes and develop practical, well-reasoned proposals.
  • Strong inclination towards policy development and regulatory reform, with the drive to see initiatives through from conception to implementation.
  • Sound judgement and the ability to work independently with minimal supervision across multiple workstreams.
  • Good written and verbal communication skills, with the ability to present ideas clearly and persuasively to diverse audiences, including senior management and industry stakeholders.
  • Good interpersonal skills and a collaborative spirit, with experience working across internal teams and external stakeholders.
  • Thrives in a fast-paced environment and can manage multiple priorities and stakeholders concurrently.
  • Self-driven disposition and a growth mindset, with the initiative to take ownership of your work and deliver results.
  • Professionalism and good judgement in handling sensitive matters with care and tact.
