The City of Baldwin Park is hiring! If you are interested in a career in law enforcement with a City that strives to make a difference and embraces diversity, creativity, and respect, the Public Safety Trainee position is an excellent opportunity. The Public Safety Trainee classification is an entry-level, non-sworn, non-peace officer, at-will position. Candidates are required to attend a 26-week California Commission on Peace Officer Standards and Training (POST) Basic Police Academy, where they will receive specialized training and earn a California Peace Officer Certificate. In addition to academy training, Public Safety Trainees receive department-specific training that provides an overview of the criminal justice system, California laws and procedures, law enforcement techniques, first aid, physical fitness, community-oriented policing, and other related duties.

This position is designated as "at-will," serving at the pleasure of the Police Chief and subject to dismissal without cause and without the right of appeal.

ABOUT THE DEPARTMENT
The Baldwin Park Police Department consists of 70 sworn personnel, including the Police Chief, Police Captain, Lieutenants, Sergeants, and Police Officers, as well as 36 professional staff members.

THE POSITION
The Public Safety Trainee attends a California Commission on Peace Officer Standards and Training (POST) Basic Police Academy in a non-sworn capacity. This is a part-time, non-benefited position.

Upon successful completion of the POST Basic Police Academy and approval of the Police Chief, Public Safety Trainees will be eligible for appointment as a full-time Police Officer with the City of Baldwin Park.

RESPONSIBILITIES/DUTIES
The incumbent will successfully attend and graduate from a P.O.S.T certified basic academy. Responsibilities include learning use and care of firearms and related equipment; meet Police Officer requirements included in the California State Government Code; and perform other related duties as required or assigned. Police Officer Trainees do not have police powers; they may be assigned non-sworn duties within the Police Department.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Basic reading, writing, and spelling.  
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to think clearly and act quickly in emergency situations.
  • Deal Constructively with conflict and develop effective resolutions.
  • Leard, understand, and interpret laws and regulations.
  • Use and care of firearms.
EDUCATION, TRAINING, AND EXPERIENCE GUIDELINES:
  • High School Diploma or GED equivalent.
  • Must be at least 20.5 years of age at the time of application and 21 years of age by the time of graduation from the Police Academy.
  • Possess a valid California Class C Driver License.
  • Be a United States Citizen or legally authorized to work in the United States. 
  • Ability to meet California POST background standards and successfully pass the City's background investigation.

Upon successful completion of all required training, Public Safety Trainees will be eligible for consideration for appointment to a sworn Police Officer position. Public Safety Trainees who do not successfully complete all required training will be automatically terminated from employment without the right of appeal.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
Work is performed in both classroom and field training environments. The position requires strenuous physical activity and the ability to meet all physical standards established by the California Commission on Peace Officer Standards and Training (POST).

Essential physical demands include the ability to:

  • Sit, stand, walk, run, kneel, crouch, squat, twist, climb, and bend.
  • Lift, carry, push, and pull up to 50 pounds.
  • Perform prolonged physical activities during academy training.

Employees may be exposed to varying weather conditions, noise, confined spaces, chemicals, mechanical hazards, electrical hazards, and other conditions commonly encountered during training exercises.

SELECTION PROCESS:
Completed application packets will be reviewed, and only those applicants whose qualifications best meet the requirements of the position and the needs of the City will be invited to continue in the selection process, which may include the P.O.S.T. Written Examination, Physical Agility Test, and Oral Board Interview. Candidates must provide complete and accurate information regarding their qualifications. Failure to include all pertinent information may result in disqualification from further consideration.

WRITTEN EXAMINATION (PELLET-B) - PASS/FAIL
The City of Baldwin Park administers the California Commission on Peace Officer Standards and Training (POST) Entry-Level Law Enforcement Test Battery (PELLET-). An Applicant Preparation Guide is available on the POST website.

The City will accept PELLET-B scores from another agency that:

  • Were obtained within one (1) year (365 days) of the application submission date.
  • Have a minimum T-Score of 42.
  • Are submitted on official agency letterhead.

All scores are subject to verification.

Please Note: POST regulations prohibit applicants from taking the PELLET-B more than once within any 30-day calendar period. Multiple attempts during a 30-day period will result in the examination being invalidated by POST.

PHYSICAL AGILITY TEST (PAT) - PASS/FAIL
This Physical Agility Test consists of the following components:
  • a. 99-yard obstacle course
  • b. 32-foot 165-pound drag
  • c. 6-foot chain link fence climb
  • d. 6-foot solid wall climb
  • e. 500-yard sprint

The City will accept a passing PAT score from another agency if it:

  • Was obtained within one (1) year of the application submission date.
  • Includes all five required testing components.
  • Is submitted on official agency letterhead.
All scores are subject to verification.

ORAL BOARD INTERVIEW - WEIGHTED 100%
Candidates who are determined to be the most qualified will be invited to participate in an Oral Board Interview to evaluate their education, experience, and overall qualifications for the position.
