We're seeking someone to join our team as a Head of Sanctions Compliance Program Governance and Transformation in Global Financial Crimes to support in leading the overall risk management framework for Sanctions, as well as providing leadership and strategic direction to drive the firmwide Sanctions Transformation, among other key global initiatives.

In the Legal & Compliance division, we assist the Firm in achieving its business objectives by facilitating and overseeing the Firm's management of legal, regulatory and franchise risk. This is a Executive Director level position within the Sanctions Compliance team, where you will be responsible for compliance and regulatory matters pertaining to economic sanctions programs under the Firm's Global Sanctions Policy.

In Global Financial Crimes (GFC), you will play a critical role in identifying potentially suspicious activity, protecting vulnerable individuals, and safeguarding the integrity of the financial system. GFC coordinates day-to-day implementation of the Firm's financial crime prevention efforts. Including governance, oversight, and execution of the Firm's Anti-Money Laundering (AML), Sanctions, Anti-Corruption and Government and Political Activities Compliance programs.

Expected base pay rates for the role will be between $165,000 and $275,000 per year at the commencement of employment. However, base pay if hired will be determined on an individualized basis and is only part of the total compensation package, which, depending on the position, may also include commission earnings, incentive compensation, discretionary bonuses, other short and long-term incentive packages, and other Morgan Stanley sponsored benefit programs.

What you'll do in the role:

  • Play a leading role in the ongoing development, administration, and implementation of the Firm's global economic sanctions compliance program and support the Global Head of Sanctions Compliance in leading the sanctions program transformation, coordinating across the Firm with global stakeholders in compliance, legal, business, and operations
  • Develop, recommend, and implement risk-based processes and controls to ensure firmwide compliance with economic sanctions
  • Coordinate with GFC's Monitoring and Screening Controls function on Global Screening Standards and with the Risk Assessment team and businesses on the yearly economic sanctions Risk Assessment
  • Supervise the drafting and implementation of economic sanctions policies and procedures, and develop content for and deliver specialized training to relevant internal audiences concerning economic sanctions for both in-person and Firm-wide online training modules
  • Collect, interpret, and escalate metrics and other management information regarding sanctions compliance-related events, and assist with responding to sanctions regulatory exams and other inquiries, and internal audits, including overseeing document productions
  • Administer the Sanctions Oversight Forum, ensuring appropriate escalation and documentation of key regulatory and policy changes, issues and other emerging risks
  • Support Advisory teams in reviewing new business initiatives, products and services to ensure compliance with required controls
  • Support the Global Head as needed with other strategic priorities, coordinating with advisory teams and GFC leadership as appropriate


What you'll bring to the role:

  • Strong academic credentials, and 10+ years of relevant experience, preferably at a large/complex financial institution, law firm, or government/regulatory body
  • Detailed understanding of the laws, rules, regulations, and industry best practice pertaining to economic sanctions, in particular the sanctions programs administered and enforced by OFAC, the EU and UK;
  • Highly motivated self-starter able to work independently while collaborating and coordinating as part of a global program
  • Experience with managing a sanctions program and providing oversight of key controls (including but not limited to client and transactional screening, management of alert disposition processes, and securities-related controls)
  • Strong project management skills, analytical and problem-solving skills and the ability to provide viable solutions in a time-sensitive environment
  • Strong written and verbal communications skills, attention to detail, and effective time management
  • Sound judgment and an ability to appropriately escalate issues internally
  • Experienced people manager, with strong interpersonal skills and team-player attitude
