[What the role is]
To assist Assistant Director and Manager to plan and control the finance and accounting activities for CDC.To monitor day-to-day operations and performance of the Finance section of the Central Singapore CDC.
To plan, direct and control all related matters, including implementation of sound procedures, proper maintenance of records and preparation of management data/reports, whilst ensuring compliance to Corporate Governances in line with the Government/ PA/CDC policy and guidelines, i.e. Government Instruction Manual (IM), CDC Rules and PA Staff Manual etc.
[What you will be working on]
Key duties and responsibilities that need to be performed to meet the primary objective of the job. This will include the important result areas (what) along with the rationale (why).
- Performs keying of accounting entries in both accounting and donation systems.
- Prepares all accounting schedules, official receipts, bank-in slips, payment transactions, monthly reconciliation and other financial documents.
- Ensure timely closure of financial accounts monthly, quarterly and annually.
- Manage banking matters for the CDC.
- Prepares monthly and yearly statements of accounts including the reconciliation of various balance sheet items.
- Process and ensure prompt payments to vendors and staff within stipulated timeframe.
- Billing of customers and ensure timely recovery of amount due to CDC.
- Update journals and adjustment entries for accurate accounting records.
- Maintains the finance-related inventory records in the CDC office.
- Manage the various accounting schedules, including tracking of receivables and payables and following up with the relevant vendors and customers.
- Discuss and review of workflow and processes (including procurement and grants) for continuous improvement with consideration to internal control requirements.
- Liaise and advise staff on queries regarding financial policies and procedures per relevant PA Staff Manual, MOF IM, CDC rule, IPC rule, SB-FRS and Standard Operating Procedures.
- Liaise with internal and external auditors on PA’s financial operations and processes; co-ordinate and answer audit queries and update status. if necessary.
- Perform month and year end closing of accounts within stipulated timeline and: prepare Accounts Payable / Accounts Receivable schedules, reconcile Inter-company and Bank accounts.
- Monitor, track and analyse utilisations in line with planned targets to ensure proper control and optimal use of fund.
- Prepare monthly, quarterly and yearly reports for management review.
- Prepare quarterly GST reporting.
- Maintains the inventory records in the CDC office.
- Controls and accounts the vouchers movement in the CDC office.
- Provide secretariat support to the Finance Committee, such as the coordination of committee meetings, networking and appreciation functions.
- Review of workflow and processes for continuous improvement with consideration to internal control requirements.

Other ad-hoc duties not covered under main responsibilities and duties.
- Attend to all finance enquiries related to CDC and its various schemes.
- Assist and participate in cross PA divisions and CDC programmes and initiatives.
- Any other duties assigned by the Finance Manager, Deputy General Manager and General Manager.
Knowledge & Skills
Experience
Minimum - Fresh School Leavers with accounting background.
Desired - Two to three years of relevant accounting experience.
Others
- Experience and comfortable working with Microsoft Office applications such as Word, Excel and PowerPoint.
- Good knowledge in the use of Excel formula.
- Familiar with Government Instruction Manual.
- Knowledge of Workday system would be an advantage.
- Able to work independently with minimal supervision.
