The Department of Budget and Fiscal Services, Accounting Division, is seeking a meticulous Pre-Audit Clerk II in Honolulu. In this position, you will perform detailed financial review work that supports the City's payroll and payment operations. Your attention to detail and accuracy will help ensure public funds are processed appropriately and efficiently.

What You Will Do
  • Review and process payroll or payment claims and supporting documents.
  • Verify calculations, coding, account information, and other claim details.
  • Review invoices, purchase orders, payroll documents, and records for completeness and accuracy.
  • Maintain control records, registers, and filing systems.
  • Process and route claims and related documents.
  • Prepare and maintain payroll, leave, or claims records and simple reports.
  • Operate calculators and other standard office equipment.

EDUCATION REQUIREMENT:
Equivalent to graduation from high school. Responsible work experience demonstrating the ability to perform the essential functions of the job may be substituted for education.

EXPERIENCE REQUIREMENT:
  • Four (4) years of clerical experience, 
  • Two (2) years of which shall have involved purchasing, payroll, account record keeping, the preparation and processing of vouchers and statements, or similar activities.
Examples of Qualifying Experience: Payroll Clerk, Accounting Clerk, Accounts Payable Clerk

Substitution: Business school or college will substitute on a month-for-month basis for up to two (2) years of the general clerical experience. There is no substitution for the two (2) years of experience requiring purchasing, payroll, account recordkeeping, preparing and processing of vouchers and statements or similar activities.
 
Education Verification: Education information must be listed clearly on your application. Must be able to:
  • Understand City and County purchasing or payroll procedures and forms.
  • Follow claims pre-auditing procedures.
  • Know laws, ordinances, and rules for purchasing, contracting, or payroll.
  • Keep records and organize files using proper systems.
  • Pre-audit claims for accuracy.
  • Perform basic arithmetic computations.
  • Compare names, numbers, and other data carefully.
