About MINDSOURCE:

The MINDSOURCE Brain Injury Network (MINDSOURCE) serves as the designated lead state agency for brain injury in Colorado, providing vital services to citizens living with brain injuries and delivering technical assistance to both public and private agencies. Established in 1998 through a Federal Traumatic Brain Injury planning grant, the program's mandate was formalized in 2000 under Executive Order D 003 00. This order designated the Colorado Department of Human Services (CDHS) as the State Lead Agency on Brain Injury and charged MINDSOURCE with coordinating state agency activities, analyzing community needs and resources, and facilitating funding acquisition to support individuals living with brain injuries.

In addition to its foundational mandates, MINDSOURCE administers the Colorado Brain Injury Trust Fund, which was created by state statute in 2002. Cash-funded through assessments on specific traffic violations—including speeding, driving under the influence (DUI), and driving while ability impaired (DWAI)—the Trust Fund began generating revenue in 2004 and was fully implemented by 2005. Today, these revenues are strictly utilized to fund client services, research, and education. As part of its fiduciary duties, MINDSOURCE facilitates the Colorado Brain Injury Trust Fund Board, which oversees and ensures statutory compliance for all fund expenditures.

Beyond state-level fund management, MINDSOURCE implements major federal initiatives, including the Administration for Community Living Traumatic Brain Injury State Partnership Program grant. Through this federal portfolio, the program facilitates the Colorado Advisory Council on Brain Injuries and drives the execution of the Colorado State Plan on Brain Injuries. Operating as the lead state agency, MINDSOURCE collaborates with diverse stakeholders and agencies to establish comprehensive policies that increase statewide access to brain injury screening, support, and services
