Position/Project Overview: 

Project Solutions Inc. is seeking a Commissioning Agent to to support the Milwaukee U.S. Courthouse Hardening Project, providing services that include project management, contract administration, cost estimating, scheduling, construction administration, and commissioning support.

This role is contingent upon award of project.

Responsibilities and Duties:

  • Serve as the project's Commissioning Agent (CxA) and provide commissioning services in support of the Milwaukee U.S. Courthouse Hardening Project
  • Develop and implement the project's commissioning plan, procedures, and documentation required for project execution
  • Review design, construction, and project documentation to verify compliance with commissioning objectives and Owner requirements
  • Coordinate commissioning activities with Government representatives, designers, contractors, and project stakeholders throughout the project lifecycle
  • Witness, document, and validate equipment and system installation, startup, testing, and performance verification activities
  • Monitor and track commissioning issues, deficiencies, and corrective actions through resolution and project closeout
  • Prepare commissioning reports, testing records, and project status updates to support Government oversight and decision-making
  • Support system acceptance, turnover, and closeout activities, including verification that commissioning requirements have been satisfied
  • Provide technical recommendations and commissioning expertise to help ensure building systems perform in accordance with project requirements and operational objectives

Required Education, Knowledge and Skills

Education/Certification:

  • No specific degree or educational qualification is required for this position.

​​Experience:

  • Must have documented commissioning process experience on at least two building projects with a similar scope of work
  • Must be independent and cannot be an employee, subcontractor to, or consultant of the General Contractor 
  • Must be able to perform GSA-required Fundamental Building Enclosure Commissioning in accordance with ASTM E2813 
  • Must prepare commissioning plans, develop checklists and testing procedures, verify testing, review submittals, oversee training, maintain commissioning logs, and prepare final commissioning reports
  • Experience planning, coordinating, and executing commissioning services throughout project delivery 
  • Experience reviewing project documentation and supporting commissioning requirements during design, construction, and project closeout phases 
  • Proven ability to coordinate with Government representatives, project managers, designers, contractors, and other project stakeholders 
  • Experience monitoring and documenting commissioning activities, inspections, testing, and system verification efforts
  • Experience preparing commissioning reports, project documentation, status updates, and technical recommendations
  • Experience supporting construction administration, quality assurance, and project acceptance activities related to commissioned systems
  • Demonstrated record of successfully supporting system testing, verification, and project turnover activities as part of a commissioning program

  • Strong knowledge of building commissioning processes, procedures, and documentation requirements 
  • Ability to plan, coordinate, and manage commissioning activities throughout the project lifecycle
  • Strong technical skills in system testing, verification, inspection, and performance validation
  • Excellent written and verbal communication skills with the ability to prepare reports, findings, and technical recommendations
  • Ability to effectively collaborate with Government representatives, designers, contractors, and project stakeholders
  • Strong organizational and documentation skills with the ability to track commissioning activities, issues, and corrective actions
  • Ability to analyze project information and provide technical assessments, recommendations, and status reporting to support project delivery
  • Strong attention to detail and commitment to quality assurance, compliance, and successful project closeout activities
