Job Description Summary

This position mainly assists the Senior Appraiser with training, the distribution of work, and review of work for the data collection and natural resource departments. This position is also responsible for assisting with new construction and natural resource assignments throughout the county. This position must be able to work in an ever-changing work environment. Other duties may include but are not limited to:
• Working with Data Collectors, Appraisers and Natural Resources to complete assignments
• Performing a variety of work collecting characteristics on residential property, commercial property, business personal property, and oil and gas wells located throughout Weld County for property tax purposes
• Inspecting residential property, commercial property, business personal property, and oil and gas wells in the field and accurately and consistently recording property characteristics in the electronic property file
• Assisting with processing Personal Property and Natural Resources declarations and recording data in the electronic property file.

Job Description

Data Collection - 20%

  • Performs field work to collect inventory of property characteristics for the valuation of property. This includes inspecting, measuring, classifying, drawing and photographing buildings or equipment efficiently and accurately.
  • Completes building sketches efficiently and accurately using the Apex Sketching software and sketching standards.
  • Transfers and stores digital property photographs accurately.
  • Accurately locates property by address, legal description and map.
  • Performs inspections and data entry for new construction, personal property and natural resources throughout the county.


Valuation - 20%

  • Enters property characteristic and valuation data into the Assessor’s Computer Assisted Mass Appraisal System efficiently and accurately following standards and guidelines.
  • Examines and data enters Personal Property declarations and other documents filed by taxpayers to determine appropriate classification and valuation for all equipment.
  • Assists Senior Appraiser in special project valuations.


Lead - 40%

  • Monitors workload, works in an efficient and organized manner and meets deadlines and goals.
  • Monitors current procedures and offers suggestions and ideas for ways to improve the processes.
  • Assists the Senior Appraiser lead with directing the overall activities of the data collection and natural resources divisions.
  • Trains new data collection and natural resources staff and develops their knowledge base to understand how the appraisal and assessment process works throughout the office.
  • Distributes assignments to data collectors and natural resources appraisers in an efficient and organized manner.
  • Reviews the work performed by the data collectors and natural resources to ensure accuracy; consistency; and compliance with statutory requirements, appraisal standards, and office procedures.
  • Provides feedback to the data collectors and natural resources in terms of written and oral evaluations of their work.


Communication - 20%

  • Interacts with property owners, real estate professionals and municipalities to gather information pertinent to listing property for assessment purposes.
  • Communicates effectively in verbal and written form with administrative staff, appraisal staff, supervisors and managers.

Required Qualifications

Required Education

  • Associate's Degree or 2 years equivalent experience.


Experience Qualifications

  • 1 year Experience in working with Microsoft Excel and Word.
  • 1 year Experience in building construction, real estate or appraisal of real estate for ad valorem purposes, especially residential or agricultural property, or any equivalent combination of training and experience which provides the required skills, knowledge and ability, subject to the approval of the Assessor.


Skills and Abilities

  • Excellent computer skills – knowledge of Word, Excel, Access and Outlook
  • Ability to learn and use custom mass appraisal software and Apex sketching software
  • Ability to learn and use property tax laws and statutes
  • Ability to learn and use mass appraisal procedures and techniques
  • Ability to work in an ever-changing work environment
  • Excellent customer service and people skills
  • Excellent verbal and written communication skills
  • Ability to locate property by address, legal description and map in the field
  • Ability to logically reason through a problem
  • Ability to create and maintain accurate records
  • Ability to work under deadline pressure in an environment of increasing workloads
  • Ability to work quickly and accurately to achieve objectives
  • Ability to read plat maps, GIS parcel maps and building permits in order to identify property and buildings accurately
  • Ability to organize workload to achieve objectives
  • Ability to multi-task and manage multiple priorities
  • Ability to work independently with minimal guidance once projects are assigned
  • Knowledge of building materials and terminology, or appraisal principles and practices
  • Knowledge of basic math skills
  • Ability to accept direction from the Senior Appraiser and the Deputy Assessor
  • Ability to work in all types of weather conditions
  • Ability to read and understand building construction plans and specifications
  • Candidate must pass criminal background check prior to employment start date.


Licenses and Certifications

  • Driving is essential in this position.
  • Candidate must have a valid Driver’s License, Liability Insurance and use of personal vehicle Upon Hire Required
  • Candidate must pass a Motor Vehicle Record (MVR) evaluation and if hired, will be subject to continuous monthly MVR monitoring and random drug screens throughout employment. Required
  • Pre-employment substance screening is required for this position.
  • This position is subject to a pre-employment drug screening. Employment is contingent upon successfully passing the screening in accordance with Weld County policy.


This position is non-exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act and is therefore eligible for overtime pay.
