Job Description
Key Responsibilities:
1.Manage Payroll Operations (Singapore & Malaysia):
- Oversee the full payroll cycle for employees in both Singapore and Malaysia,ensuring payroll is processed accurately and on time.
- Review payroll transactions and ensure compliance with local tax laws, CPFregulations (Singapore), EPF, SOCSO, and PCB (Malaysia).
- Ensure that payroll information is accurately entered into payroll systems andprocessed before final submission to the bank.
- Lead payroll team members in the preparation, calculation, and distribution ofpayroll for employees in both countries.
- Partnering with payroll partner ADP to manage a healthy relation with them toensure a seamless services
2.Team Leadership & Support:
- Supervise and support the payroll team to ensure accurate, efficient, and timely payroll processing in both jurisdictions.
- Provide guidance and training to payroll team members, fostering professional growth and development.
- Address payroll-related queries from employees and offer clear, timely adviceon payroll, benefits, and statutory matters.
3.Compliance & Statutory Reporting:
- Ensure full compliance with the relevant labor laws, tax regulations, CPF(Singapore), EPF, SOCSO, PCB, and other statutory requirements in bothSingapore and Malaysia.
- Stay up to date with changes to payroll-related regulations and implement necessary adjustments to payroll systems and processes.
- Oversee tax clearance procedures (IR21 for Singapore), CPF submissions, andYear-End Income Declarations (IR8A, A8A, A8B, IR8S for Singapore) and equivalent reports in Malaysia (e.g., EA Forms).
- Ensure timely submission of statutory reports, tax filings, and compliance documentation for both countries.
4.Audit & Reporting:
- Act as the primary liaison with internal and external auditors regarding payrollinq queries, reports, and compliance matters for both Singapore and Malaysia operations.
- Respond to and resolve auditor queries promptly, ensuring readiness for auditsat all times.
- Prepare and submit accurate reports for statutory compliance, operational performance, and management review.
5. Performance Management:
- Manage the performance of payroll team members, ensuring high levels of accuracy, efficiency, and professionalism.
- Regularly review and improve payroll processes and internal controls to ensure optimal efficiency and effectiveness.
- Foster a culture of continuous improvement within the payroll team.
6. Payroll System Management & Process Improvement:
- Ensure ADP payroll system and C&W ERP are optimized for both Singapore and Malaysia payroll needs, including system upgrades, integrations, and enhancements.
- Identify and implement process improvements to streamline payroll operations and ensure greater accuracy and efficiency.
7. Cross-Border Payroll Coordination:
- Coordinate and align payroll processes across Singapore and Malaysia, ensuring consistency and adherence to respective regulatory requirements.
- Maintain up-to-date knowledge of both Singaporean and Malaysian payroll regulations, adjusting Payroll SOPs, Process and Communication as needed to ensure compliance in both countries.
