Job Description:

The AVP of Financial Crime Risk Management, Name Screening & AI Capabilities is responsible for TD Bank's centralized FCRM Name Screening, Adverse Media, and Screening AI Capabilities, including target strategy, development, integration, implementation and ongoing management and maintenance.

Depth and Scope:

·       Is responsible for working with LoB and other partners as it relates to data requirements, management, oversight for data and feeds integrating into centralized screening solutions

·       Is responsible for and provides oversight for all Screening related system and technology projects ensuring to bring in other FCRM management and SMEs as needed

·       Is responsible for ensuring capabilities availability, adherence, uptime, and resolution of issues and incidents related to screening capabilities under their mandate in alignment to Bank policies and standards

·       Works with stakeholders including the Centralized Sanctions Groups, FCRM QA and Testing teams, internal/external auditors, Modeling & Analytics, FCRM Data, and Model Validation team members, etc. to lead screening capabilities changes and resolve impediments along the way

·       Recommends system changes, tuning or configuration changes, or data changes as identified, including escalation of and informing the VP, Global Screening Capabilities and Operations

·       Continuously benchmarks with peers to define the maturity of TD's FCRM Screening capabilities working with the Business Architecture and Technology team to enhance TD's Screening maturity

·       Accountable for ensuring that all requirements of stakeholders related to screening capabilities are accurately incorporated and executed in a timely manner, thereby preventing sanctions and other AML-related breaches

·       Ensures the performance of the bank's FCRM screening systems with FCRM Technology, FCRM Advanced Analytics and AI

·       Must influence LOB executives and staff to ensure appropriate sanctions and AML screening-related actions across TDBG

·       Manages screening capabilities and activities as a shared service for all TD Bank entities

·       Presents and interact with the OCC, FINTRAC, and other regulators on sanctions- and AML-related Name screening capabilities matters

·       Must interact with Legal on screening operations-related concerns

·       Coordinates with peer Program Heads across the enterprise to ensure effective feedback loop protocols are in place to identify and mitigate risk and appropriately support resultant actions with respect to screening capabilities requirements, tools, and data

·       Works closely with Legal as required

·       Provides people management leadership by hiring the best talent, setting goals, developing staff, managing employee performance and compensation decisions, promoting teamwork and handling any/all disciplinary actions, as required

·       Leads and coaches a diverse team of professionals covering screening capabilities related to sanctions, PEP, adverse media, 314(a), and MSBs to develop a clear product vision, strategy and roadmap covering the full product development lifecycle (including creation, version, and infrastructure upgrades, and eventual decommissioning-if needed), data management and integration strategy, and implementation in alignment with Bank standards and practices

Manages a team of FCRM professionals to accomplish established goals and conduct personnel duties for team (e.g. performance evaluations, hiring and disciplinary actions), including establishing goals and targets

Education and Experience:

·       Bachelors degree required

·       10+ years of relevant AML and Sanctions Product or System management experience and/or management experience in a Risk function

·       Significant exposure to sanctions and AML screening requirements in the US, Canada, Europe, and Asia

·       Knowledge of red flags and typologies in the US and Canada

·       Ability to solve problems logically and /or creative, demonstrating professional judgement, quality control and adherence to high standards

·       Knowledge and appreciation of the key concepts associated with risk management including inherent risks, controls and residual risk

·       Extensive knowledge of AML and Sanctions regulations, risks, and appropriate controls

·       Proven research and analytical skills, business acumen, strategic and creative thinking, project leadership skills and multi-tasking capabilities

·       Experience in developing documentation that meets the highest regulatory standards and audit requirement

·       strong active listening, written and verbal communication and presentation skills and the ability to build networks and partnerships at all levels within the organization
