Description
Director of Engineering
Location: Phnom Penh
Job Type: Full-time
Job Sector: Tech
Salary Range: USD9,000 – 11,000/month
Reports to: CTO
Role Overview
As Director of Engineering, you will set the strategic direction for platform engineering and drive automation, scalability, and operational excellence across all development teams. This is a senior leadership role, overseeing the DevOps and SRE organizations, implementing best practices, championing AI-driven workflows, and fostering a culture of innovation and accountability. You will be instrumental in aligning platform priorities with business goals, optimizing technology investments, and elevating developer experience and reliability standards.
Who is This Role For
This opportunity is ideal for an accomplished engineering leader with deep experience in DevOps, SRE, and platform engineering. The right candidate excels at driving technical and cultural change at scale, balances hands-on technical depth with strategic vision, and has a proven track record of leading high-performing teams in dynamic, regulated sectors. Strong stakeholders skills, a passion for automation, and the ability to harness modern technologies, including AI tools and cloud ecosystems, will set you up for success.
Key Responsibilities
- Set the strategy and roadmap for the Internal Developer Platform, managing it as a product and delivering self-service infrastructure, standardized CI/CD pipelines, and well-defined guidance for engineering teams.
- Drive end-to-end automation of the software development lifecycle for all engineering teams to minimize manual intervention and eliminate operational toil.
- Lead and develop the DevOps/SRE organization, including team leads and senior engineers, nurturing an automation-first, engineering-led culture built on ownership and accountability.
- Oversee hiring, performance management, and succession planning for the function, developing the next generation of engineering leaders.
- Scale best practices through enablement, training, and platform adoption across the broader engineering organization instead of centralized control.
- Represent platform engineering in senior leadership forums, reporting on delivery performance, reliability, risk, and cost to the CTO and executive team.
- Lead the adoption of AI tools, such as Cursor, Claude Code, and Copilot, across engineering workflows to enhance code generation, automate incident analysis, and optimize CI/CD pipelines and testing, ensuring secure and compliant usage.
- Set engineering performance targets and drive continuous improvement in SDLC efficiency, reducing lead time, change failure rates, and operational overhead.
- Define the architecture and standards for highly scalable, reliable CI/CD systems with rapid feedback loops.
- Enforce automated quality gates within all delivery pipelines, covering unit, integration, and end-to-end testing, as well as security (SAST/DAST) and dependency and container scanning.
- Establish Infrastructure as Code (IaC) and Configuration as Code (CaC) as standard practices to ensure environment consistency, reproducibility, and auditability.
- Own the observability strategy, including metrics, logs, and traces, and foster the adoption of SLO/SLI-based reliability, proactive monitoring, alerting, and automated remediation where appropriate.
- Drive reliability engineering practices, such as incident management, blameless postmortems, and error budgets, and act as the senior escalation point for major incidents.
- Provide technical direction on complex issues in distributed systems and performance bottlenecks.
- Embed security by design within the platform, incorporating RBAC, secrets management, network policies, and automated compliance controls, collaborating with Information Security, Risk, and Audit teams to meet regulatory requirements.
- Oversee the infrastructure and cloud budget, including tooling and vendor spend, to optimize costs and resource utilization.
- Partner with engineering, QA, and product leaders to align platform initiatives with business objectives and improve developer experience.
- Ensure teams are fully trained and enabled to leverage platform capabilities and AI-assisted development tools.
Requirements and Qualifications
- Possess at least 10 years of experience in DevOps, SRE, or Platform Engineering, with a minimum of 5 years in leadership roles managing multiple teams or team leads.
- Have a track record of setting platform or infrastructure strategy and delivering it across engineering organizations.
- Demonstrate robust hands-on experience building and operating scalable platforms and distributed systems, with the technical acumen to influence architecture decisions.
- Proven experience leading the development and adoption of Internal Developer Platforms or similar self-service engineering environments.
- Bring deep expertise in CI/CD, automation, and operating infrastructure at scale.
- Have experience spearheading the adoption of AI tools, such as Cursor, Claude Code, or Copilot, among engineering teams.
- Demonstrate the ability to improve key SDLC metrics, including lead time, deployment frequency, and mean time to recovery (MTTR) across the engineering function.
- Possess strong expertise in Kubernetes and container technologies.
- Exhibit substantive experience with major cloud platforms such as AWS, GCP, or Azure.
- Show proficiency in Infrastructure as Code tools (e.g., Terraform) and configuration management platforms (e.g., Ansible).
- Have strong scripting or programming skills, for example in Python, Go, or similar languages.
- Hold experience using observability tools such as Prometheus, Grafana, or OpenTelemetry.
- Firmly understand reliability engineering concepts, including SLOs, SLIs, and error budgets.
- Have led DevSecOps practices and modern security strategies, ideally within regulated sectors such as banking or financial services.
- Be familiar with both SQL and NoSQL databases.
- Have experience owning technology budgets, including managing cloud expenses and vendor contracts, and driving cost optimization.
- Demonstrate a history of hiring, developing, and retaining engineering talent and building high-performing teams.
- Possess strong systems thinking abilities and the skills to simplify complex technical environments.
- Exhibit excellent communication and stakeholder management capabilities, including experience engaging senior leadership and influencing engineering culture.
- Have experience working in fast-paced, high-scale environments.
