Position Summary

The Tool Install Offsite Manufacturing (OSM) Manager is responsible for leading EZARC's Tool Install OSM program from opportunity pursuit through final project delivery. This role oversees customer engagement, estimating and proposal development, planning, execution, quality, schedule, budget, and overall project performance for offsite tool-install work.

This position supports the offsite fabrication and integration of highly engineered structural systems, including semiconductor equipment pedestals, with mechanical, electrical, piping/plumbing, process utility, and related tool-install scope fabricated and assembled onto the structure before shipment to the project site.

The ideal candidate combines an engineering background with semiconductor tool-install construction experience and a strong understanding of tool design drawings and specifications, mechanical and process systems, electrical systems, structural interfaces, fabrication, and project management.

Essential Duties & Responsibilities

· Lead EZARC's Tool Install OSM program and serve as the accountable manager for assigned opportunities and projects.

· Act as a primary customer interface; establish clear expectations for scope, deliverables, design criteria, schedule, budget, quality, and project communication.

· Support business development by evaluating opportunities, developing project estimates and budgets, and preparing RFP/RFQ responses, proposals, scope narratives, assumptions, exclusions, pricing, and execution plans.

· Manage OSM projects from preconstruction and design coordination through procurement, fabrication, MEP assembly, testing, quality verification, packaging, shipment, and turnover to the field installation team.

· Develop and maintain project schedules, cost forecasts, resource plans, procurement plans, and performance reports; proactively address risks, constraints, and milestone impacts.

· Control project scope, schedule, and budget; evaluate changes, prepare change documentation, communicate cost and schedule impacts, and protect project financial performance.

· Read and interpret IFC drawings, specifications, BIM/VDC models, tool-vendor documents, plan views, sections, elevations, isometrics, P&IDs, electrical one-lines and schematics, control diagrams, hook-up details, and equipment data sheets.

· Coordinate constructability, detailing, and design integration with customers, engineering, estimating, BIM/VDC, procurement, production, quality, logistics, and field operations.

· Oversee fabrication and assembly to confirm structural systems, pedestals, mechanical systems, process piping and tubing, electrical systems, cable management, supports, and interfaces are installed in accordance with approved documents and required tolerances.

· Clearly establish quality expectations, inspection points, documentation requirements, and acceptance criteria, and ensure customer and EZARC quality requirements are consistently met.

· Oversee dimensional verification, material traceability, pressure/leak testing, continuity and grounding checks, torque verification, functional testing, and other required inspections or test activities applicable to the project.

· Lead resolution of RFIs, design conflicts, nonconformances, material shortages, fabrication issues, and field-installation concerns while documenting decisions and corrective actions.

· Coordinate suppliers, subcontractors, specialty vendors, and long-lead materials to support project requirements and committed delivery dates.

· Maintain complete and accurate project records, including meeting minutes, submittals, RFIs, change orders, schedules, cost reports, inspection records, test reports, progress updates, and turnover documentation.

· Promote safe operations, Lean Manufacturing, 5S, standard work, and continuous improvement throughout the OSM program.

· Provide leadership and technical guidance to cross-functional project teams, support capacity planning, and help develop scalable processes for future OSM growth.

· Travel to customer locations, project sites, vendor facilities, and other EZARC operations as required.

· Perform other duties as assigned in support of the Tool Install Division.

Required Qualifications

· High school diploma or GED.

· Bachelor's degree in mechanical, electrical, civil, structural, construction engineering, or another related engineering discipline.

· Minimum of five (5) years of relevant experience in semiconductor tool installation, semiconductor construction, offsite manufacturing/modularization, MEP construction, industrial fabrication, or a closely related field.

· Demonstrated experience managing projects or programs with responsibility for scope, schedule, budget, customer communication, and project results.

· Experience developing estimates, budgets, proposals, and RFP/RFQ responses.

· Ability to read and interpret multidisciplinary construction and tool-install drawings, specifications, schematics, P&IDs, BIM/VDC models, and equipment data sheets.

· Working knowledge of semiconductor tool-install mechanical, process, electrical, and structural systems and their interfaces.

· Strong written and verbal communication, customer-facing presentation, negotiation, organization, and problem-solving skills.

· Ability to lead cross-functional teams, manage competing priorities, and make sound decisions in a fast-paced project and manufacturing environment.

· Proficiency with Microsoft Office and project-related documentation and reporting tools.

· Ability to travel as required and work safely in office, manufacturing, cleanroom, and active construction environments.

Preferred Qualifications

· Eight (8) or more years of semiconductor tool-install, advanced manufacturing, or major-project experience.

· Experience managing offsite fabrication of semiconductor equipment pedestals, integrated MEP assemblies, modular racks, skids, or similar systems.

· Experience with structural steel fabrication, process piping/tubing, electrical assembly, testing, quality documentation, packaging, and logistics.

· Experience with Autodesk Construction Cloud/BIM 360, Navisworks, Revit, Bluebeam, Microsoft Project, Primavera P6, ERP systems, or estimating software.

· PMP, OSHA 30, Lean, quality, or other relevant professional certification.

· Experience developing standard work, production controls, quality plans, and scalable processes for a growing operation.

Physical Requirements

· Ability to sit, stand, and walk for extended periods during office, shop, and project-site activities.

· Ability to navigate active manufacturing and construction environments, including stairs, ladders, elevated areas, and uneven surfaces, as required.

· Occasionally lift and carry up to 25 pounds.

· Ability to wear required PPE, including safety glasses, steel-toed footwear, hearing protection, gloves, hard hat, and cleanroom garments, as applicable.

Work Environment

This position works across office, manufacturing, cleanroom, and active construction environments. Manufacturing and field activities may involve fabrication equipment, overhead cranes, forklifts, welding operations, moving machinery, noise, dust, and varying temperatures. The role requires strict adherence to safety, quality, and clean manufacturing practices and may require travel and schedule flexibility to support customer and project commitments.
