Job Description:

JOB SUMMARY

  • The Strategic Funding & Grants Coordinator serves as the County’s centralized coordinator for strategic funding development, grant acquisition, grant administration, compliance management, and interdepartmental funding coordination supporting all County departments, but with a specific focus on identifying and applying for grant opportunities supportive to the efforts of County Human Service agencies and the Department of Public Safety.

  • This position is responsible for administering and coordinating a comprehensive County-wide strategic funding and grants management program focused on public safety communications, 9-1-1 systems, emergency management, cybersecurity, communications infrastructure, enterprise technology initiatives, interoperability, resiliency planning, operational sustainability, workforce development, and long-term capital improvement initiatives.

  • The Strategic Funding & Grants Coordinator works collaboratively with County leadership, department directors, project managers, municipal stakeholders, public safety agencies, technology personnel, financial staff, and external partners to identify funding opportunities, develop competitive grant applications, coordinate implementation activities, ensure regulatory compliance, and support sustainable funding strategies for operational and capital initiatives.

  • This position functions as both a strategic advisor and operational administrator by helping departments transform operational needs, organizational priorities, technology modernization efforts, and infrastructure initiatives into fundable and sustainable projects while ensuring accountability, compliance, and measurable outcomes throughout the funding lifecycle..

REPORTING RELATIONSHIPS

  • The Strategic Funding & Grants Coordinator reports to the Deputy Chief Clerk.

  • Works in close coordination with County Administration, Budget Services, Purchasing, Finance, and other County departments.

ESSENTIAL JOB FUNCTIONS

Strategic Funding Development & Grant Acquisition:

  • Researches, monitors, evaluates, and prioritizes Federal, State, local, nonprofit, and private-sector funding opportunities aligned with County strategic objectives.

  • Coordinates strategic funding initiatives supporting public safety communications, 9-1-1 operations, emergency management, cybersecurity, interoperable communications systems, infrastructure modernization, enterprise technology, resiliency planning, and operational sustainability initiatives.

  • Collaborates with County departments and project managers to develop fundable operational, technology, infrastructure, and capital improvement initiatives.

  • Develops and coordinates grant application packages including narratives, budgets, implementation plans, timelines, performance measures, sustainability plans, and supporting documentation.

  • Assists departments with long-range funding strategies and multi-year capital planning initiatives.

  • Coordinates multi-departmental and regional funding collaboration efforts involving public safety agencies, municipalities, educational institutions, nonprofit organizations, and government partners.

  • Tracks emerging funding trends, legislative priorities, grant cycles, and strategic investment opportunities impacting County operations.

  • Assists executive leadership with strategic planning and funding prioritization efforts related to operational modernization and long-term sustainability.

Grants Administration & Program Coordination:

  • Serves as the County’s centralized coordination point for grant-supported projects and strategic funding initiatives.

  • Coordinates grant implementation activities, project planning sessions, stakeholder meetings, and status reviews.

  • Monitors project deliverables, reporting deadlines, timelines, milestones, and compliance obligations.

  • Maintains centralized grants management records, databases, reporting systems, and performance tracking documentation.

  • Assists departments with grant administration requirements including procurement coordination, budget tracking, reimbursement requests, reporting submissions, and project modifications.

  • Coordinates grant closeout activities and ensures all required reporting and documentation obligations are completed.

  • Assists departments in aligning grant-funded projects with County strategic priorities and operational objectives.

  • Supports administration of grants and funding initiatives associated with 9-1-1 communications systems, emergency communications infrastructure, interoperability projects, public safety technology modernization, and emergency management initiatives.

Compliance, Financial Oversight & Audit Coordinatior

  • Monitors compliance with grant conditions, procurement standards, Federal Uniform Guidance requirements, Pennsylvania funding requirements, and applicable State and Federal regulations.

  • Coordinates with County Finance, Purchasing, Budget Services, and departmental project managers to ensure grant expenditures are properly documented, tracked, allocated, and reported.

  • Supports reimbursement processing and grant-related financial reporting activities.

  • Assists with internal and external audits involving grant-funded projects and programs.

  • Conducts periodic compliance reviews and accountability assessments of grant-funded programs, equipment, and expenditures.

  • Identifies funding, reporting, or compliance risks and develops recommendations for corrective action and process improvement.

  • Assists with documentation and reporting associated with Act 12/17 eligible expenditures and related funding compliance requirements.

OTHER SPECIFIC TASKS OR DUTIES

Enterprise Collaboration & Stakeholder Engagement:

  • Serves as a liaison between County departments, municipalities, public safety agencies, community organizations, and external funding entities.

  • Provides technical assistance and guidance regarding grant eligibility, strategic funding opportunities, application requirements, compliance expectations, and funding sustainability.

  • Assists with development of regional partnerships and collaborative funding initiatives.

  • Conducts presentations, workshops, and informational sessions related to strategic funding opportunities, grants management processes, and compliance responsibilities.

  • Supports enterprise initiatives involving operational modernization, resiliency planning, emergency preparedness, cybersecurity enhancement, communications systems, and technology lifecycle planning.

Program Improvement & Strategic Initiatives:

  • Develops and recommends improvements to County-wide grants management processes, templates, procedures, and reporting systems.

  • Assists with development of enterprise-wide strategic funding priorities and performance measurement systems.

  • Supports long-term organizational initiatives involving communications infrastructure modernization, operational resiliency, emergency preparedness, public safety technology enhancement, and enterprise systems sustainability.

  • Maintains professional knowledge through continuing education, professional associations, conferences, and grants management training programs.

MINIMUM QUALIFICATIONS 

  • Bachelor’s Degree in Public Administration, Business Administration, Finance, Emergency Management, Communications, Information Technology, Project Management, or a related field and three (3) years of progressively responsible experience in grants management, strategic funding development, project administration, budgeting, public administration, emergency management, or enterprise operations;

Preferred Experience:

  • Government grants management experience

  • Federal or State grant administration experience

  • Public safety, emergency management, 9-1-1, or enterprise technology experience

  • Budget development and financial reporting experience

  • Strategic planning and capital improvement planning experience

  • Multi-departmental project coordination experience

  • Experience supporting public safety communications or technology modernization initiatives

OR

  • Any equivalent combination of education, training, certifications, and experience that demonstrates the knowledge, skills, and abilities necessary to successfully perform the essential functions of the position.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of Federal and State grant regulations, compliance standards, and grants lifecycle management.

  • Knowledge of strategic planning, operational funding models, and capital improvement funding strategies.

  • Strong analytical, organizational, strategic planning, and research skills.

  • Strong technical writing, editing, and proposal development abilities.

  • Ability to manage multiple concurrent initiatives and deadlines.

  • Ability to interpret grant guidance, regulations, financial requirements, and procurement standards.

  • Ability to establish and maintain effective working relationships with internal and external stakeholders.

  • Ability to communicate effectively both verbally and in writing.

  • Ability to prepare presentations, executive summaries, reports, and strategic recommendations.

  • Proficiency with Microsoft Office Suite, grants management systems, database systems, and project tracking software.

  • May be required to work outside of normal business hours to attend meetings or in an emergency situation.

REQUIRED LICENSES/CERTIFICATIONS/CLEARANCES

  • Certified Grants Management Specialist (CGMS)

  • Grant Professionals Certification (GPC)

  • FEMA Grants Management Training (K0705)

  • Project Management training or certification

  • DOJ, DHS, FEMA, or CDC grants administration coursework

  • Must maintain a valid Pennsylvania Class "C" operator's license.

  • Must complete PA State Police Criminal background check and PA HHS Child Abuse Cleararance.

  • Must consent and pass a drug screening.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT

  • Primarily office and administrative work environment

  • Ability to attend meetings, conferences, and training events

  • Occasional evening or extended hours during major grant submissions, emergencies, or operational incidents

  • Requires sitting, standing, and walking for extended periods in an office environment.
