Description
Under general supervision, manages multiple first-time homebuyer loan programs and supports nonprofit affordable housing developers. Administers down payment and closing cost assistance and public employee grant programs; assists borrowers, lenders, and title companies with applications and loan documentation; processes loans; and coordinates the loan review committee process. Develops program materials and outreach strategies, supports Housing Funds application reviews, provides homebuyer and lender education, and assists with securing grant funding for affordable housing programs.
This position has no supervisory responsibilities.
Essential Job Functions
- Administers and processes first-time homebuyer loans, including determining eligibility, preparing loan documents, and presenting applications to the loan committee.
- Develops program materials and conducts homebuyer and lender education and community outreach.
- Researches and develops affordable housing loan programs, including program designs, grant applications, procedures, and forms.
- Monitors program performance, coordinates loan committee meetings, tracks loan balances and payments, and recommends improvements.
- Prepares reports, analyses, and research on assigned topics.
- Performs other duties as assigned.

- Responds to customer inquiries related to assigned programs.
- Performs other duties as assigned.
Knowledge, Skills, and Abilities
- Knowledge of real estate transactions, home loans, settlement processes, accounting practices, financial systems, databases, and program documentation.
- Knowledge of financial reporting, internal controls, and compliance requirements.
- Proficiency with computers, office software, databases, and specialized departmental systems.
- Strong written and verbal communication skills.
- Ability to analyze and synthesize data and prepare financial, operational, and program reports.
- Ability to conduct research, develop recommendations, and communicate findings effectively.
- Ability to establish effective working relationships with employees, agencies, County officials, and the public.
