  • Shape acquisition strategies and RFP structures in collaboration with customers and partners.

Proposal & Solution Development

  • Oversee development of compliant, compelling, and timely proposals that clearly communicate technical, cost, and execution value.
  • Partner with program management, engineering, and functional teams to define executable, affordable solutions that meet or exceed customer requirements.
  • Ensure alignment of technical approach, pricing, and staffing plans with capture strategy and risk posture.

Risk, Budget & Performance Management

  • Plan and conduct risk and opportunity management activities across major capture efforts, addressing cost, schedule, technical, and execution risk.
  • Manage capture budgets, including investments, pursuit costs, and internal / external resources to deliver on financial and growth targets.
  • Track and communicate capture progress, key milestones, and outcomes to senior leadership.

Basic Qualifications

  • Bachelor’s degree with 10+ years of relevant experience supporting U.S. Department of War programs, or a Master’s degree with 8+ years of relevant experience.
