CONTEXT
World Vision is a Christian relief, development and advocacy organization working to improve the quality of life of people, especially children, who are marginalized and living in poverty. World Vision helps all who are in need regardless of their religion, race, ethnicity or gender.
World Vision International in Viet Nam (WVIV) is supported by multiple countries and funded through a combination of sponsorship programs (majority) and Private Non-Sponsorship (PNS)/grants. WVIV operates across multiple provinces and implements Area Development Programs (ADPs) that focus on communities with high levels of poverty, often including ethnic minority populations. In addition to ADPs, WVIV implements various Special and Grant Projects to address the specific needs of vulnerable children in both ADP and non-ADP areas.
WVIV is headquartered in Hanoi, while the majority of staff are based locally in ADPs and project sites across the country, which enables them to work closely with government partners and communities daily.
COAST ( Climate and Ocean Adaptation and Sustainable Transition) Project was approved under Decision No. 4198/QĐ-BNNMT dated 10 October 2025 by the Ministry of Agriculture and Environment. The project aims to achieve the overarching objective of protecting and enhancing fisheries resources, marine and coastal ecosystems, and biodiversity; strengthening climate change adaptation capacity; and improving the livelihoods of coastal communities, thereby contributing to the sustainable development of capture fisheries and aquaculture. The project comprises two components:
- Component 1: Protection and sustainable utilization of fisheries resources, marine ecosystems, and biodiversity.
- Component 2: Climate-resilient and sustainable aquaculture development.
WVIV in partnership with the International Union for Conservation of Nature (IUCN), plans to implement the project in An Giang and Hai Phong in 30 months, from 2026 to 2029.
JOB PURPOSE
To ensure sound financial management of the COAST Project by providing accurate financial planning, monitoring, reporting and compliance support, enabling timely delivery of project milestones, effective cash flow management and successful reimbursement in accordance with donor requirements, World Vision policies and Government of Vietnam regulations.
MAJOR RESPONSIBILITIES
Project Financial Management & Compliance (50%)
- Review and verify payment requests, staff claims and supplier transactions to ensure accuracy, completeness and compliance with donor requirements and World Vision financial policies.
- Process payments to suppliers, consultants, partners and staff in a timely manner in accordance with approved procedures.
- Maintain accurate and complete financial records, supporting documents and filing systems to facilitate verification, audit and donor review.
- Monitor project expenditures against approved budgets, funding allocations and implementation progress, and promptly identify financial risks or variances.
- Monitor financial performance against project milestones and ensure eligible expenditures are adequately supported for donor reimbursement and fund disbursement.
- Work closely with the Project Manager and project team to verify financial evidence supporting milestone achievement and payment claims.
- Monitor IUCN's financial performance and compliance with subcontract financial requirements and follow up on financial issues where required.
- Conduct beneficiary/vendor verification and financial monitoring visits in collaboration with the National Office Finance team.
- Ensure compliance with donor requirements, World Vision financial policies and Government of Vietnam regulations throughout project implementation.
Budget Management & Reporting (25%)
- Support the development and regular revision of project budgets, forecasts and cash flow projections in collaboration with the Project Manager.
- Prepare timely and accurate financial reports, budget analyses and expenditure forecasts for project management, donor reporting and National Office.
- Monitor budget utilization, burn rate and funding status, and provide financial analysis to support management decision-making.
- Prepare financial documentation and supporting evidence required for donor advance requests, milestone verification and reimbursement claims.
- Provide financial clarification and support information to the Support Office, auditors and donor representatives as required.
- Support internal and external audits by ensuring complete, accurate and timely financial documentation.
Financial Coordination & Project Support (20%)
- Coordinate with the Project Manager, National Office Finance, IUCN and other project staff to ensure effective financial planning and project implementation.
- Provide financial guidance and capacity-building to project staff and partners to strengthen financial management, accountability, and compliance.
- Support field financial monitoring and spot checks in collaboration with the National Office Finance team.
- Identify opportunities to strengthen financial controls, streamline financial processes and improve project financial management.
Others (5%)
- Perform other duties as assigned by the manager to contribute to the team performance.
REQUIREMENTS FOR THE ROLE
- At least 03 years of financial experience with highly developed management and administrative skills
- Relevant experience in financial analysis and reporting, specifically SunSystems/ PMQA reporting
- Experience in community development or with (I)NGO.
- Experience in grants management
- Experience in capacity building for local stakeholders/partners.
- Bachelor’s degree in Accounting, Finance, Business Administration, or related field.
Qualifications & Competencies:
- Knowledge of accounting standards, donor financial regulations, and financial management software.
- Strong analytical, organizational, and problem-solving skills.
- Attention to detail and accuracy in financial reporting.
- Effective communication and teamwork skills.
- Proficient in English and Vietnamese.
- Proficient in MS Office, particularly Excel, and accounting software
Performance Expectations:
- Financial management and reporting are accurate, timely, and compliant with donor and organizational standards.
- Budgets and expenditure tracking support efficient resource utilization and project decision-making.
- Strong financial controls and documentation are maintained, ensuring transparency and accountability.
- Project staff is supported in understanding and following financial policies and procedures.
WORK LOCATION
Hanoi Office/ An Giang liaison office/ Hai Phong liaison office, with 25% of time travel expected.
